Development Manager - District Systems at Lendlease Americas Inc.

Job Description:

Job summary

The Development Manager - District Systems supports the implementation of the Lendlease development and business strategy. A core focus is support of Lendlease development objectives with respect to District and Place Systems on a number of large-scale mixed-use Districts within the region.


  • Lead in the management of the Lendlease District Systems team's programme of work across a core District within our portfolio, co-ordinating and harmonising workloads, stakeholder inputs and communications.

  • Manage and develop solutions across all resources to the District including - water, thermal energy, electricity, data, carbon and waste.

  • Manage and deliver the investment process for the Lendlease District Systems team from origination through to contract across all systems. Work with the construction teams to ensure that the transition to implementation is seamless.

  • Manage the development costs and investment model for the project, ensuring solutions are optimised to provide value through the development process.

  • Develop and implement innovative approaches to the integration of technologies including anaerobic digestion, building integrated solar, sewer heat rejection and geothermal.

  • Develop and manage investments through the Compass process resulting in wide support for the District Systems - and where required secure capital commitments.

  • Originate, define and finalise renewable energy and utility concepts for business approval; propose and document appropriate overlaying business models and commercial propositions.

  • Direct and define investment proposals for review at investment committees of Lendlease, aligning the proposals with a competitive and dynamic regulatory marketplace.

  • Manage and oversee the delivery of commercial project outcomes in accordance with agreed parameters to ensure successful delivery in compliance with quality, safety and sustainability standards and to support the achievement of company objectives.

  • Provide advocacy support across the spectrum of the energy and water sector within the US.

  • Prepare regulatory submissions and applications to support implementation of the solutions.

Essential Job Functions, Duties and Responsibilities

Product Definition


  • Develop the Project Business Plan and Final Development Brief

  • Finalize the Product Control Document, if required

  • Assist the Head of Place Systems in the selecting, briefing and engagement of the balance of the design consultants

  • Manage the design development process via regularly scheduled coordination meetings and design workshops

  • Assist the project marketing and other stakeholders in concept proposition development and testing (including the place proposition)

  • Manage the development process in accordance with the COMPASS Operating Processes

  • Develop integrated solutions which through connection to the primary resource networks maximise value.

Financial Management


  • Take ownership of the commercial implications of all relevant aspects of the project

  • Manage and achieve the cost plan, including preparation of forecasts and progress reports and identifying opportunities for value engineering and cost saving

  • Manage and achieve all cost budgets, including maintenance of a cost control system

  • Approve invoices and orders within prescribed limits of authority and liaise with the Commercial Manager regarding accounts payable and reporting issues; approve purchase orders for final signoff by the Head of Place Systems

  • Prepare inputs for the Commercial Assessment (model managed by Commercial Manager)

Approvals


  • Liaise with the local City, Utilities, State boards and State Government departments.

  • Review, submit, negotiate and obtain approvals for all necessary approvals including where relevant planning applications, contractual approvals and other required approvals

  • Successfully manage all authority approvals in accordance with program timelines

  • Manage project coordination meetings with stakeholders

Safety


  • Implement and support commitment to Lendlease GMRs and Incident and Injury Free (IIF) policy and vision

  • Promote IIF culture and practices with all stakeholders

  • Responsible for the incorporation and ongoing commitment to Lendlease Global Minimum Requirements (GMR's) and IIF requirements for the project

  • Manage and lead ROAD process in relation to the project

  • Take part in regular safety inspections and safety audits; manage auditor sign offs

Construction Interface & Management


  • Create a performance and owners brief for the systems; ensure the built form meets the needs of future owner.

  • Work with the cost planner throughout the feasibility product creation phase

Communications, Marketing and Community Consultation


  • Understand the key indicators in the local market (utility rates, regulatory models, District Systems competitors) and keep abreast of upcoming customer requirements

  • Understand competitors' products by visiting competing projects on a regular basis and monitoring various forms of media (web sites, press and marketing collateral)

  • Understand the marketing strategy, branding and positioning of the overall project and branding

  • Promote the relationship between brand image and product design attributes

  • Inform project marketing of product/design changes that may be material to the representation of the product

General Development, Commercial and Administration Management


  • Prepare and maintain a Development Program

  • Prepare and maintain the inputs for the Commercial Assessment

  • Prepare and present reports for Project Control Groups, Project Review Group, Joint Venture meetings, Quarterly Project Reviews

  • Maintain controls in a timely manner to be able to report with clarity on the status of costs, revenues, sales and construction progress

  • Track and ensure the return of bonds lodged with Authorities; report status of bonds to the Finance Manager

People


  • Allocate resources to new developments projects, considering skills and experience required and maximizing potential, ensuring the right people are in the right jobs

  • Foster a creative, questioning but disciplined environment with a value add culture

  • Input into the development of indirect reports including collaboration on performance reviews, goal setting and development management

General Background and Minimum Requirements


  • Bachelor's degree in a property or engineering related field is essential - preferably a degree in Biological/Environmental Engineering, Building or Energy Engineering.

  • Licensed Professional Engineer.

  • Post Graduate Degree in business or economics is preferred.

  • Minimum 8 years development management experience in high density urban mixed-use development

  • Project and Design Management experience is essential

  • Superior skills in programme management and stakeholder engagement. This is an essential requirement.

  • Expertise in biological and environmental ecosystem planning within Urban Regeneration projects.

  • Strategic outlook, with excellent commercial skills allied with technical and organisational capabilities.

  • Market knowledge blended with commercial assessment and analytical skills are required.
