MAJOR FUNCTIONS

This is a highly skilled position as an experienced heating, ventilation, and air conditioning (HVAC) technician. Work includes the installation, maintenance, and repair of HVAC, chilled water, boiler, and ventilation systems in City facilities. This is an emergency essential position that requires performance of emergency actions to prepare, repair and recover the City before, during and after any adverse weather events (hurricane, tornado, winter storm, tropical storm, flash flood, severe thunderstorm, etc.) or other conditions (natural or manmade). Work is performed under the general direction of the Electrical Foreman and the Facilities Maintenance Manager.


ESSENTIAL DUTIES

Installs, repairs, and maintains HVAC, boilers, centrifugal, and chilled water systems for the City of Panama City.
Uses power and hand tools related to maintenance and repair of HVAC systems (voltmeter and ohmmeter, etc.).
Must be able to work under adverse conditions, (heat, cold, inclement weather) and be able to perform manual type labor (digging, heavy lifting, etc.).
Must be willing and able to work at heights well above ground level from/out of various types of equipment.
Performs other related or unrelated work as required and deemed necessary by their supervisor(s). Predominantly of an electrical construction nature and task.
Works from written work orders, oral instructions, blueprints, layouts, sketches, specifications and e-mails.
Furnishes cost estimates for proposed new construction and repair jobs.
Investigates and resolves complaints, and endeavors to maintain good public relations - with colleagues in the City and with the general public.
Must be available for work outside normal working hours and conditions when called upon by on-call staff or when required by supervisor (overtime).
Complies with all City and departmental safety policies, programs, rules regulations and procedures in the performance of their work to include, but not limited to, vehicles, equipment, tools and facilities.
Performs other work as required.



KNOWLEDGE, SKILLS AND ABILITIES

Ability to lift and carry supplies and construction materials, perform work tasks associated with the maintenance and repair of HVAC systems.
Knowledge of the materials, tools and equipment used in the work assigned.
Knowledge of the occupational hazards and safety precautions necessary in the work assigned.
Ability to understand and transmit oral and written instructions.
Skilled in the operation of the equipment used in the work assigned.
Skilled in the use of hand and power tools applicable to the work assigned.
Physical strength and agility sufficient to work outdoors on a regular basis and under variable weather conditions.
Ability to establish and maintain effective working relationships with supervisors, colleagues and the public.
Ability to prepare clear and concise reports and maintain required records.
General and technical knowledge of the methods, practices, techniques, materials, tools and equipment used in maintenance and repair of HVAC systems to the component level, boiler and chilled water systems, air conditioning and associated building environmental controls.



MINIMUM QUALIFICATIONS

Relevant experience in HVAC, boilers, and centrifugal units.
Ability to work from drawings, prints, and both written and oral instructions.
Graduation from high school or possession of an acceptable equivalency diploma is required.
Five (5) years' experience in the HVAC trade preferred.
Must have an EPA 608 Universal License for work on refrigeration systems or obtain one within six (6) months of employment (stipulation to hire) at the direction of the Facilities Maintenance Manager or Electrical Foreman.
Must possess and maintain a minimum Class B CDL license, with air brake endorsement, or have the ability to obtain one within (6) months of employment (stipulation to hire) at the direction of the Facilities Maintenance Manager or Electrical Foreman.
A comparable amount of training and/or experience may be substituted for the minimum qualifications.
