Job Summary:


The Deputy Operations Director (DOD) is a senior level Operations leadership position requiring strong organizational and communication skills and the ability to multitask while working closely with Operations Director,DistrictManagers, external customers, and various functional groups of the company, including other divisions.



The Deputy Operations Director will be responsible to for the management ofexisting Programteams in support of the execution of customers' program requirements and overall Business Operations team objectives. This requires knowledge of IDEMIA's products, methodologies, and organizational structure.



The Deputy Operations Director will develop and maintain strong customer relationships and is expected to leverage those relationships to assist with sales and business development for new opportunities.



Deputy Operations Directormust assume supporting responsibility for delivery of Business Operation's customer satisfaction, while upholding corporate values to enhance our reputation as a leading provider of electronic fingerprinting services. The Deputy Operations Director will ensure that government regulations, training requirements and security measures are adhered to in accordance with company practices. The Deputy Operations Director will encourage continuous improvement and provide input and direction toward operational efficiencies and cost saving initiatives, native to the assigned Regional Team.


Essential Job Functions (includes but is not limited to):



  • Fully accountable to the Program Management Methodology as defined by IDEMIA and has the authority to make decisions to accomplish Program objectives.

  • Leverage company resources to accomplish the program milestones on-time and within budget. Tasks and roles may include but are not limited to:



  • Secondary customer interface

  • Customer and subcontractor contract negotiations

  • Overall schedule development and management

  • Resource requirements

  • Subcontractor management



  • Meeting facilitation

  • Status reporting

  • Budget management

  • Internal revenue goals

  • Long term support requirements



  • Achieve Team KPIs



  • Manage Team of Program Managers responsible for effective and efficient enrollment center and program operations in assigned territory.

  • Insure enrollment center network, program operations, and customer service delivery meet IDEMIA standards within assigned region.

  • Champion the Enrollment Services Division customer service culture and ensure a superior level of customer satisfaction. Customers include government agency personnel, applicants, enrollment center partners and enrollment agents.

  • Must be able to convey accurate and timely information to all key stakeholders and dictate priorities conducive to meeting the Program objectives as required and on time.



  • Must maintain an awareness of company policies and always represent IDEMIA's best interests.

  • Required to act professionally under any given circumstance and escalate to or inform management when necessary or appropriate.

  • Expected to treat all colleagues with respect and to be patient and tolerant when faced with obstacles. The goal is to maintain a positive attitude and take a constructive approach to overcoming all obstacles.

  • Responsible for upholding the principles of confidentiality as they relate to this position.

  • Participation in the development of strategic achievements. Tasks may include but are not limited to:



  • Develop MS Project timelines to define a proposed schedule, defining project management responsibilities as it pertains to a specific set of requirements.



  • Support the sales organization with new business opportunities: Tasks may include but are not limited to:



  • Attending customer meetings

  • Developing proposed Statements of Work

  • Defining other company resources to support the sales effort and facilitating the necessary internal conversations.



  • Participates in strategic planning; identify opportunities and direction for IDEMIA business.



Note: In addition to the Essential Functions, also performs similar work-related duties as assigned.



Knowledge, Skills and Abilities:



  • Proficient in standard MS Office tools (i.e. Excel, Word, PowerPoint, Outlook)

  • Ability to analyze complex data and produce operational execution plans based upon such data.

  • Ability to establish and maintain effective relationships.

  • Excellent analytical and problem solving skills.

  • Strong leadership ability andinterpersonal skills.



  • Sound decision making skills and attention to detail.

  • Ability to multitask and deal with changing priorities.

  • Experience in a matrixed organizational structure.

  • Ability to Lead a complex and virtual team to achieve Operational, Fiscal, Customer Service and Culture objectives


Qualifications, Education and Experience:



  • Undergraduate or graduate degree in Business or related field and minimum 5 - 7 years related experience, or combination of education and experience that would enable performance of the full scope of the position.

  • Demonstrated leadership experience and the ability to manage activities personally or through direct reports.

  • State program or similar contract management experience preferred.

  • Experience in proposal and pre-contract negotiations.



Travel Requirement, Working Conditions and Physical Demands:


Travel:




  • Must be able to travel by air as needed to attend training, conferences, and related activities.



  • Periodic overnight travel as required; should not exceed 25% of the time



Working Conditions:



  • General office environment. The work area is adequately lighted, heated, and ventilated.
