Job Description:

JOB TITLE: Test and Evaluation (T&E) Program Analyst - OPNAV N96


PROJECT OVERVIEW:


OPNAV N96 is responsible for determining surface combatant force levels, shipboard and related support requirements, and major characteristics of programs involving weapon systems, cruisers, destroyers, frigates, command ships, patrol craft, and littoral combat ships. N96 executes planning, preparation, and execution in support of this mission.


JOB DESCRIPTION AND RESPONSIBILITIES:


Provide on-site support, strategic analysis, and well-integrated/coordinated program management support for Test and Evaluation (T&E) of Navy surface ships, sensors, and weapons systems. Specific tasks:



  • Support N96C3 Ship Self Defense System & Navigation Branch in accordance with DoD program requirements management and acquisition oversight policies and strategies

  • Participate in Test Readiness Reviews and Data Analysis Working Groups to support Test and Evaluation as required

  • Provide analytical support to various levels of stakeholders' leadership on development and defense of proposals for DoN, SECDEF, and congressional priorities, including but not limited to allocation of Fiscal Year (FY)/Future Years Defense Plan (FYDP) funding resources to achieve objectives of programs/projects in accordance with policies and constraints. Provide consultation to Branch Head, N96, as required, and other stakeholder organizations on impact and risks for program/system changes on resource plans and requirements

  • Prepare briefs, outlines, draft reports and publications and documentation to support Flag level technical and financial briefings/meetings and major milestone decisions (e.g. Quick Reaction Combat Capability (QRCC), Test and Evaluation Management Plan (TEMP))

  • Assist in the development of proposals for POM budget cycles. Identify, integrate and coordinate emerging and/or derived requirements into the POM cycle

  • Participate in Government/Industry/Academia meetings as well as other interagency government meetings as required

  • Provide background for responses to Congressional, DoD, other Government agency or industry inquiries to include researching policy/procedures and providing back up analysis

  • Monitor programs and projects to measure progress towards reaching objectives in ineffective and economical manner

  • Maintain daily liaison with OPNAV N96's Division and Branch chain of command and Senior Leadership

  • Maintain a strong relationship and open communication with Program Offices and related government activities and industries under contract to the Program Offices


REQUIRED SKILLS AND QUALIFICATIONS:


Security Clearance: Secret



  • Active SECRET security clearance

  • Seven (7) years of general experience, with at least five (5) years of hands-on experience in performing operational functions and applying mission associated concepts, policies, requirements processes, and program guidance

  • Ability to produce briefing slides, metric charts, program schedules, and organizational charts

  • Proficient in MS Office including Word, PowerPoint, Excel, and Adobe Acrobat


DESIRED SKILLS AND QUALIFICATIONS:



  • Support staff experience at OPNAV, NAVSEA, Program Executive Offices (PEOs)/Program Offices, or Navy Surface or Air Warfare Centers directly supporting ships and shipboard systems

  • Experience includes regular interactions with staff and senior leadership internal and external to affiliated organization

  • Operational experience with military sensor and weapons systems; experience with development of systems is also desired

  • Knowledge of Navy's Combat Systems Operational Sequencing System (CSOSS) processes and program
