Background
This position is located in USAID's Bureau for Development, Democracy, and Innovation, in the Innovation, Technology and Research (ITR) Hub, which leads USAID in experimentation and innovation to transform development. The ITR Hub takes smart risks to test new ideas and partner with others to scale impact, bringing together diverse partners to transform how we save lives, reduce poverty, strengthen democratic governance, and help people progress beyond assistance.
Working collaboratively with the Agency and external partners, ITR's mission is two-fold:
ITR's collaborative approach supports USAID's mandate to be on the forefront of science and technology, incorporates breakthrough innovations into our programs and policies, and applies the latest tools, like artificial intelligence and evidence-based approaches to development priorities, countering malign influences and engaging new private sector partners.
Duties and Responsibilities
The incumbent provides assistance to one or more Hub work streams in the areas of research, analysis, reporting, programming, policy, planning, and/or internal program operations. The incumbent serves as a point of contact for internal and external stakeholders, resolving inquiries and coordinating with others where appropriate. The incumbent will work with implementing partners as part of a team under the guidance of team lead, A/CORs and Senior Activity Managers, where appropriate, to build internal and external relationships and monitor and support progress toward completion of programmatic goals. The incumbent supports various components of programs and team which may involve the selection process, grant management, M&E, and engagement.
The Program Analyst will play a pivotal role in supporting the management of the ITR Hub's administration, oversight, and implementation of its new Information and Communication Technology (ICT) policy initiative, Promoting American Approaches to ICT Policy and Regulation (ProICT) to support developing country host governments adopt frameworks that advance an inclusive and secure internet in their countries. The ideal candidate will have an enthusiasm for leveraging digital connectivity and technology to spur development outcomes and an interest in learning how to further its safe and effective use through policy. The successful candidate will have strong communication and coordination skills and be comfortable working across U.S. Government (USG) agencies and USAID teams.
ProICT, is part of the USG's interagency Digital Connectivity and Cybersecurity Partnership. As such, the successful candidate will play a key role in advancing the objectives of this Partnership, including: (1) promoting an open, interoperable, reliable and secure internet in developing countries, (2) strengthening the multi-stakeholder model of internet governance, (3) advancing policy and regulatory policies that enshrine a pro-competitive model for expansion of internet and communications networks, and (4) expanding the cybersecurity capacity of developing county governments.
The ProICT program will support policy, legal and regulatory development that aligns with these objectives and advances the U.S. approach to the digital economy, with an initial focus on the Indo-Pacific region. Through ProICT, technical experts will provide assistance to receptive host country ministries and regulatory bodies to assist in the design, development, and implementation of ICT policies. Policy topics may include cloud computing, spectrum policy, supply chain security regulations, equipment certification processes, data localization rules, national ICT strategy development, universal service funds and corresponding regulations, among others.
The Program Analyst will support the administration, oversight, and implementation of the ProICT activity, working closely with our implementing partner to scope new government engagements and deploy technical experts to the field to design, develop, and implement ICT policies. She/he will work closely with USAID's expert technical staff, performing a variety of both complex, analytical, and administrative duties. These duties range from routine tasks such as maintaining program files, to more complex analytical-type tasks such as collecting, compiling, and analyzing data for various program documents, as well as preparing and presenting regular reports to interagency representatives on the progress of the program.
The Program Analyst will work closely with the Digital Inclusion team and provide input on related technical and managerial issues. The program analyst will also work with other members of the team to assist in areas such as country backstopping, overall administrative support and other duties.
