Job Summary:
We are looking for a tenured Agile Project Manager with excellent leadership, communication and team management skills. Candidates should be comfortable working in a general consulting capacity with the expectation to provide daily program oversight as well as managing a large delivery team with minimal oversight.

The Manager, Program Management is expected to play a variety of project support and team leadership roles and have proven experience as a technical Project Manager. The work will support the software development life cycle. Qualified applicants must be detail-oriented, result-driven individuals who are comfortable managing complex client and team dynamics.
This role involves the support of a broad IT Services PMO, which includes interacting with clients as well as other contractor teams, developing processes that ensure transparency and accountability, and implementing those processes in a scalable way. The position will be client-facing and include daily interactions with a client and broader user and development community, providing program management support for multiple applications that help manage, track, and facilitate the on-time, on-budget, on-quality delivery of IT services.
Pivotal to this role is excellent relationship building skills, as well as strong leadership and team management experience.

Responsibilities:
* Plan, document and implement the optimal team structure (roles, people, expertise), processes and tools to ensure high quality cross-discipline/capability delivery, ongoing client satisfaction, and achievement of established goals leading to client business value.
* Lead teams to successfully deliver customer experience and engineering solutions described in client statements of work.
* Identify and realize business outcomes through the use of the most suitable and effective project management approach, methods, processes and tools for the engagement to ensure a high degree of delivery and solution quality.
* Interface with senior executives and provide guidance and support to government project sponsors through compliance efforts such as Privacy Impact Assessment (PIA), Certification & Accreditation (C&A), Capital Planning and Investment Control (CPIC) and Enterprise Performance Life Cycle (EPLC)
* Support an emerging Program Management Organization that is defining processes and managing projects at the same time.
* Provide project management leadership by organizing and leading ongoing team planning sessions to identify key risks, scope changes, issues and dependencies across workstreams to drive insights and mitigation strategies for project risk management.
* Work closely with project leadership to plan and track application modernization, enhancement, and operations and maintenance capabilities
* Work with end user and development communities to gather feedback on current operations and requirements for new features
* Review, document and assess client operations
* Articulate and manage engagement commercial metrics including client outcomes, leakage, burn rate, revenue & margins etc. to support account health and drive account-level planning within the industry vertical.
* Mentor junior team members

Qualifications

Experience Guidelines:
* 10 years project management experience, preferably in a client-service IT organization
* Experience in client-facing situations and dealing with situations that require scope, cost, and schedule management
* Experience working in a PMO organization
* Knowledge of and/or experience in software development
* Experience in gathering requirements from and facilitating large diverse groups
* Experience translating requirements to design new and/or re-engineer existing business and technical processes/workflows
* Excellent oral and written communication skills including the ability to clearly and openly communicate with a client on a daily basis as well as the ability to create and deliver clear, powerful and concise presentations/proposals
* Ability to plan and manage time and resources, establish priorities and meet goals
* Proficiency in Word, Excel, Powerpoint and MS Project
* Proficiency in MS SharePoint (including dashboarding/reporting configuration) desirable
* Knowledge of CPIC and EPLC

Set yourself apart with:
* Experience in writing, reviewing and finalizing statements of work.
* Scrum, Product or SaFe Certification.
* Conference speaking events/Blogs/thought leadership
* Understanding of HTML, CSS, JavaScript, Python, React, or Swift

Education:
* Bachelor's Degree required from College or University, scientific degree preferred
