The IT Project Management Sr. Manager is a results-driven leader with proven success in program delivery and optimizing program management processes. They are accountable to deliver a portfolio of diverse and complex business initiatives, and continually drive efficiencies to meet increasing demand. This individual has strong collaboration and negotiation skills to effectively align multiple stakeholders and enable the realization of business case benefits. This individual will manage the execution of a Cigna Medicare portfolio and is accountable to deliver on time, with high quality, and within the approved budget. Financial management, change management and continual focus on exemplary customer experience are imperative.
The objective of the IT Project Management Sr. Manager role is twofold.
Program Delivery - Execute PMO activities to successfully manage and deliver their Medicare portfolio, including project management discipline, process definition and adherence, milestone and dependency management, change management, risk/issue management, project financial management and corrective action.
Team Optimization - Ensure that the project management foundational capability is in place to effectively manage the current portfolio and scale as the business and portfolio grows.
The IT Project Management Sr. Manager will lead a team of project managers accountable for 10-15 separate projects with an annual IT budget totaling $12M+, support and manage work with strategic partners and coordinate with internal Cigna support teams such as Business Operations, IT Operations, Legal, Compliance, and Information Protection. This individual will have extensive interaction throughout the organization and must possess excellent written and verbal communication skills. The ideal candidate is a strong critical thinker, has keen attention to detail, is proactive, balances process enforcement with flexibility, and effectively manages multiple priorities.
While the primary location is Nashville, TN, working from another Cigna location or home will be considered.
Major Duties and Responsibilities
Overall management, tracking and reporting of technology deliverables in support of new business capabilities, ensuring on time and on budget delivery, adherence to compliance and quality standards, and alignment to the strategic objectives of the business case
Assist staff in formulating plans and all required adjustments to project scope, timing, and budgets as needed by applying established governance mechanisms, best practices, and Cigna's project management principles
Grow the capabilities of team members by mentoring and coaching
Ensure the adherence of project governance processes, and continuously improve them
Facilitate project planning with internal teams and strategic partners using standard project plan development methods, including interim milestones, dependency management, and critical path analysis
Implement tracking methods and metrics to monitor progress, report status, identify deviations and implement corrective action
Implement process to capture baseline metrics and measure business benefit realization
Implement effective change control processes to identify impacts (scope, schedule, cost, business case benefits), complete an impact assessment, and present recommendation
Support PMO communications through the preparation of executive updates, Steering Committee materials, key stakeholder meetings and portfolio/project status reporting
Facilitate cross-functional program processes and communications, such as risk and issue management
Drive decision analysis and recommendations for portfolio level issues
Ensure risk mitigation strategies are defined and executed
Ensure contingency plans are defined for key risks; monitor trigger dates and implement contingency solutions as needed
Facilitate program stage gates to validate deliverables and approve progression to the next phase
Ensure accurate and timely financial management including actual spend and forecasts for labor, non-labor and strategic partner support; explain cost variances and implement corrective action; track cost risks and cost opportunities
Display sense of urgency and keep the team focused on results
Manage, motivate and lead project managers and team resources
Be forward-looking and remove barriers to enable the team to progress per plan
Support internal and external audit needs including project artifact repository, deliverable acceptance criteria and evidence, and test results
Required Qualifications
Bachelor's degree in related field OR equivalent years of experience is required
10+ years of IT work experience, with 7+ years experience in a project management role demonstrating skills in relationship building, negotiation, conflict resolution, and project management of projects having medium to high degree of complexity
5+ years managing teams
Tangible record of successfully delivering large scale solutions within IT organizations
Proven ability to implement new processes and drive adoption
Extensive experience with aligning stakeholders and communicating information to enable leaders, teams and stakeholders to make fact-based and timely decisions
Strong knowledge of industry standards and techniques for project management and delivery
Strong financial acumen for financial and budgetary tracking and reporting
Effective interaction and collaboration with peers and business partners
Ability to effectively navigate through a highly matrixed organization
Focused and versatile team player that is comfortable under pressure
High sense of pride of ownership and results driven
Excellent analytical, influencing, problem-solving, interpersonal and organizational skills
Comfortable negotiating and presenting status, risks, and decisions to IT and Business executives
Ability to assess, guide and mentor project managers
Ability to forecast, plan and coordinate resource capacity
Experience with Agile and Waterfall delivery methodologies
Experience with Scaled Agile Delivery with certification preferred
Project management certification preferred
Experience with Clarity preferred
Healthcare IT experience preferred
