Tetra Tech Inc. is currently seeking a Program Manager with experience in Community Development Block Grant - Disaster Recovery (CDBG-DR) and Mitigation (CDBG-MIT) for management and implementation of buyout programs. The position will also provide assistance with the development of CDBG-DR and CDBG-MIT Action Plans and policies and procedures.

The management activities will include:


  • Providing expert technical assistance to the CDBG-DR and MIT requirements and regulations
  • Manage the development of an application intake and evaluation process for CDBG-DR and MIT housing programs for housing buyouts, with possible support to rehabilitation and elevation, infrastructure program and economic development program
  • Assist in the development and changes to policies, guidelines and standard operating procedures
  • Work clients to prepare all compliance reports required by the CDBG-DR and MIT program; reports could include, but not limited to, monthly status reports, Section 3 compliance reports and MWBE reports
  • Manage data and input data into data management systems
  • Interface with the subcontractors both under Tetra Tech and the client
  • Communication with senior leadership staff from clients including elected officials
  • Attend client's internal staff meetings
  • Interface with the general public
  • Attend meetings with US HUD and/or State officials
  • Identify and resolve conflicts with the program
  • Provide support for the use of US HUD's DRGR system
  • Manage additional Tetra Tech staff assigned to the project as well as staff assigned by the client to a project
  • Assist with hiring for incoming staff to the project
  • Complete proposals and task orders, as necessary, for CDBG DR and MIT programs
  • Manage live budget models to confirm project status and provide updates to senior management

The candidate needs to be able to make independent decisions regarding grant guidance; must be able to understand and interpret the federal grant eligibility and activities; perform business related research to support client needs; and work with the team in the analysis, formulation, development and delivery of material and results.

  • The ideal candidate will have management experience with developing and implementation HUD programs for local, county, and/or state programs. They will have experience implementing a housing program which includes rehabilitation, buyouts and elevation as well as infrastructure program and economic development program.
  • You will have experience working with contractors implementing federally funded projects, experience with the compliance requirements, monitoring and reports for federal program, experience managing staff and providing strategic direction and experience managing process for invoice reimbursements.
  • You will also have experience with public speaking, working with local and county government officials on disaster recovery, delivering presentations, and facilitating focus groups. Must have good written and verbal communication skills, and good mathematical skills.
  • You must be able to work both in a team environment and work independently, have strong organization skills, be comfortable interacting with clients, have a flexible style, and be able to immediately adapt to changing priorities. Strong computer skills, knowledge of MS Word, Excel, Access, Power Point and Outlook is needed and the ability to learn new products. Knowledge of database modeling and design, and development of protocols, processes, and procedures for developing databases and reports.
  • The candidate for this position will have at least an undergraduate degree and preferably a graduate degree. Four years additional industry experience may be substituted in lieu of degree or equivalent combination of education and experience. At least five years of project management experience is required and 10 years or more is preferred.
  • The work environment will consist of travel (air, train and car) and work in a disaster environment. Must be able to survey damaged areas by foot which may require traversing uneven or inclined surfaces and work outside in all of the elements Must be able to lift less than 50 lbs. Must be willing to work on-site at a client's place of business. Must be available for short-term travel to support on-site client needs and extended deployment (e.g., 90 days) to address client response and long-term recovery needs following emergencies and major disasters.

This position supports Tetra Tech clients in the response and recovery phase of a disaster. Though not every position requires routine deployment to disaster sites, all positions are subject to recall around the clock for emergency management operations, which may require irregular work hours, work at locations other than the official duty station, and may include duties other than those specified in the employee's official position description. Travel requirements in support of emergency operations may be extensive in nature (weeks to months), with little advance notice, and may require employees to relocate to emergency sites with physically austere and operationally challenging conditions.
