U.S. Oil & Refining, a Par Pacific Holdings company, is an industry leader in the production and supply of high-quality motor, aviation and marine fuels, and asphalt in the Puget Sound market. We have a refinery capacity of 42,000 bbls per stream day, and total storage capacity of 2.7 million bbls, with 1.4 million bbls of crude and the remainder products. The Requirements

To meet the basic qualification for this role, you will have legal authorization to work permanently in the United States for any employer without requiring a visa transfer or visa sponsorship. In addition, to be a good fit for the Rail Operations opportunity, you will have:


  • Experience with commodity logistics, scheduling or operations (this could be with rail, trucking, barge/vessel, etc.).

  • Experience with and working knowledge of:

    • Freight billing, tracking, and dispute resolution.

    • Fleet optimization (spares, delays, bad orders, etc.).



  • The ability to analyze large sets of data in order to develop and support transportation processes and the company's strategic plan.

  • The ability to identify and resolve the typical issues that arise in order to keep the fleet moving.

  • Good working knowledge of Microsoft Office Suite.

  • Strong oral and written communication skills.

  • A self-starter approach with ability to work with little or no supervision in an independent and collaborative team environment.

  • Comfortable working in an open trade floor or bullpen type of environment.

Top candidates also will have:


  • Experience with and working knowledge of:

    • The rail industry and its operations.

    • Class 1 and short line railroads.

    • DOT and rail regulations (for Canada and US).

    • Fleet optimization experience with unit trains, manifest cars, etc.



  • Basic knowledge of the petroleum and refining industry.

  • Experience with GeoMetrix software.

As a veteran of logistics/scheduling/operations, you understand the need for schedule flexibility. You will be on call 24x7 to respond to any issues that may arise. Of course, the better you are at anticipating and heading off issues before they arise, the fewer issues you will need to deal with during off hours.

The Role

As Rail Operations Manager, you will personally manage the day-to-day logistics for unit train and manifest rail movements from load to delivery. You'll be the subject matter expert, supporting the larger company with its growing rail needs. You'll join a team that includes other Schedulers, three Traders, and a support analyst.

More specifically, you will:


  • Assume 24/7 responsibility for the management of the company's unit train and manifest railcar fleet.

  • Cross train, support, and backup team members as necessary for continuity.

  • Ensure timely supply and deliveries through the scheduling and coordination of unit trains, manifest railcars, suppliers, terminals, and railroads.

  • Interface extensively with the commercial group, other internal departments, counterparties, third party terminals, railroads, and other external entities.

  • Optimize fleet through the management of demurrage, freight rates, car utilization, repair costs, commodity inventory, etc.

  • Use GeoMetrix and other systems to optimize cars, manage costs, track and handle bad orders, etc.

  • Maintain, develop, and improve internal and external reporting requirements such as fleet utilization, train movements, importation notification, demurrage, etc.

  • Interface with other departments to assist in operations planning, inventory management, invoicing, bill payment, and other financial decisions.

  • Participate in daily/weekly operations planning meetings.

  • Assume accountability over all invoices associated with your rail movements.

  • Work with customs brokers and/or agents to optimize trans-border commerce destined to the company.

  • Work with operations, HSSE, lessors and repair companies to manage rail fleet maintenance and regulatory compliance.

  • Remain current with all DOT and Rail regulations, including interaction with FRA, STB, etc.
