Job Description



WANTED: An experience Schedule and Assessment Subject Matter Expert with demonstrated experience in DoD systems acquisition, software assessments and best practices in developmental test and evaluation, and assessment of air, land, naval, space, NC3I and missiles warfare programs.

  • Support the developmental test and evaluation and interface with Joint Staff, Services, and warfighters to coordinate engineering and analysis needs and analytic results.

A week in the life of a Schedule Analysis SME:


  • Provide Engineering and Test expertise in Software Engineering and Schedule Risk Assessment to support Systems Engineering and T&E IPTs to share best practices across the Department, clarify DoD policy and guidance, communicate OSD expectations, and provide advice on program strengths, issues, and risks.

  • Identify, collect, report, and analyze relevant program performance and execution metrics to support root-cause analysis, benchmarking, and individual program assessments.

  • Support DTE&A in planning and conducting cross-functional, multi-discipline Independent Technical Risk Assessments (ITRA) that support critical acquisition milestones and engineering decisions

Job Requirements




  • 15 years within the specified technical discipline.

  • B.S. degree in a scientific, engineering or other applicable technical or analytical discipline.M.S. degree desired

  • TS/SCI eligible

  • Experience in analyzingperformance and execution metrics include schedule metrics, Key Performance Parameters, Key System Attributes, and other requirements as identified by the baseline program planning and engineering documentation.

  • Expert in schedule analysis and experience in evaluating integrated program schedules for complex DoD Weapons Systems and experience with complex scheduling tools including MS Project and Primavera.

  • Experience in preparing Preliminary Design Review (PDR) / Critical Design Review (CDR) Assessments, DT&E Sufficiency Assessment, and Developmental Test & Evaluation Assessment consistent with DoD Instructions 5000.88 and 5000.89.

  • Knowledge of DoD policy and guidance (see https://ac.cto.mil/itra/) as well as industry standards and best practices (e.g., IEEE 15288.2 - IEEE Standard for Technical Reviews and Audits on Defense Programs).

  • Experience in coordinating and collaborating with FFRDCs, Joint Staff, Service/COCOMS, and other OSD organizations.

  • Experience interfacing with Joint Staff, Services, and warfighters to coordinate engineering and analysis needs and analytic results is highly desired

  • Strong organizational skills, attention to detail, excellent verbal and written communications skills, and the ability to work with others are vital.

  • Excellent writing, communication and briefing skills to senior DoD leadership.

  • Knowledge of DoD policy and guidance (e.g., DoDI 5000.89 and USD(R&E) Directive-Type Memorandum (DTM) 19-007, "Developmental Test and Evaluation Sufficiency Assessments") and industry standards and best practices (e.g., IEEE 15288.2 - IEEE Standard for Technical Reviews and Audits on Defense Programs)
