The purpose of the CA COVID-19 Response Modeling and Advanced Analytics Group within the Surveillance and Modeling Section of COVID-19 California Department of Public Health (CDPH) response is to inform high-profile, high-impact public health orders and policies including: institution of stay-at-home orders in the early pandemic period, regional stay-at-home orders based on intensive care unit capacity, emerging variants, statewide mask mandates, metrics for the Blueprint for a Safer Economy including the nation’s first health equity metric, and support planning for vaccine allocation and distribution.
The Statistician Modeler works under the administrative direction of the Modeling Team Lead and the Chief, Epidemiology, Surveillance and Modeling Section, COVID-19 Response as part of the Science Branch. The Statistician Modeler is responsible for developing agent-based models for various behavioral and economic interventions.

ESSENTIAL FUNCTIONS
Evaluates COVID-19 related interventions to guide intervention development and implementation.
Estimate the potential epidemiologic effectiveness of various interventions utilized thus far in the response using regression analyses/econometrics, and machine learning approaches.
Leverage county level simulation models to estimate the individual and collective effectiveness of NPI policies.
Estimate cost, cost-effectiveness and budget impact of various interventions and policies at scale.
Create integrated health and economic datasets that can be used, along with place-based vulnerability indices, to present fuller context for burden of COVID-19 and impact of interventions.
Serves as the COVID-19 Response Modeling and Advanced Analytics team’s subject matter expert in agent-based modeling.
Develop an agent-based model to estimate the effectiveness of potential interventions (pharmaceutical and non-pharmaceutical) on epidemiologic and economic impact of COVID-19 by taking into account implementation context, behavior and adherence.
Represents the COVID-19 Response Modeling and Advanced Analytics team at meetings with other state, federal and local agencies, external stakeholders, and liaisons with other agencies as necessary through meetings, workgroups, and task forces; participates in other Agency’s research plan updates and aligns with Center for Infectious Diseases/ Division of Communicable Disease Control priorities.
Plans and directs the successful completion of tables and figures for public health presentations, reports, and published manuscripts. Assesses and fulfills needs for updates, expansion, and/or development of procedural documents used by Modeling Team staff to promote procedural consistency and transfer of knowledge. Acts as subject matter expert in providing guidance to and mentoring Research Scientists at levels I, II, and III and equivalent contract positions within the team.
NON-ESSENTIAL FUNCTIONS
Coordinate and facilitate teleconferences and meetings, as required.

JOB QUALIFICATIONS
Demonstrated ability to effectively communicate orally and in writing with public health and healthcare professionals and internal partners.
Ability to supervise and oversee data entry, data cleaning, and data quality assessment with attention to detail.
Knowledge and application of Health Insurance Portability and Accountability Act (HIPAA) requirements and protection of health information.
Strong knowledge of epidemiology and ability to interpret disparities and trends in data.
Strong analytical and problem-solving skills.
Experience with agent-based models.
Ability to make time sensitive decisions in complex situations.
Ability to prioritize, delegate and manage multiple tasks.
Demonstrate reliability and integrity.
Fluency in spoken and written English.
Education/Experience
Master’s degree in social/behavioral sciences, public health, epidemiology, biostatistics, bioinformatics or other closely related fields, required.
Doctoral degree in social/behavioral sciences or other closely related fields, preferred.
At least five years of experience working as an epidemiologist or social/behavioral research scientist in a public health setting, required.
At least ten years of experience working as a social/behavioral research scientist in a public health setting, preferred.
Experience leading research scientists or other professional staff, required.
Strong knowledge of epidemiological/biostatistical methods, required.
Ability to make time sensitive decisions in complex situations, required.
Strong organizational skills, required.
Experience in managing or overseeing complex projects, required.
Basic knowledge and use of statistical software, such as Statistical Analysis Software (SAS) and R, preferred.
