OVERVIEW:

The Medicare Strategy and Business Development Senior Director is an opportunity for a proven leader to maximize the performance of Cigna's Medicare business by providing strategic thought leadership and solutions in segment growth strategies and delivery, including organic and inorganic growth.

The ideal candidate will have a proven background in developing strategies across a broad portfolio of businesses, have deep familiarity with government/regulated businesses, and proven experience partnering with other senior executives and matrix partners to drive results.

Reporting to the Medicare Business Advisor & Planning Officer, the Medicare Strategy and Business Development Senior Director will play a pivotal role in leading, defining, and representing strategic development for the business. They will also demonstrate outstanding communication and influencing skills to bring forth unrealized synergies and opportunities.

RESPONSIBILITIES:

- Lead the strategy development process for Cigna's Medicare business, ensuring alignment with Enterprise Strategy as well as supporting the development of aligned sub-strategies across its suite of businesses.

- Manage the development of a multi-year segment-level strategic plan and investment portfolio, including strategic prioritization that lead to Medicare-wide and sub-business goal development and investments. Work closely with business partners, including product owners and senior functional leaders, like finance and IT.

- Leads Cigna Medicare Advantage segment's strategic planning process; ensures the development and execution of strategic priorities. Creates and manages metrics and reports to communicate progress and measure success.

- Informs the strategy and development of strategic initiative and operating plans for individual functional units within the segment. Builds relationships with matrixed partners, strategy colleagues, and other partners. Designs metrics and partners with accountable owners to implement strategic initiatives.

- Designs and maintains the mergers & acquisition (M&A) and joint ventures evaluation processes, criteria, and operating plan in partnership with Enterprise strategy teams and key Medicare business partners. Through initial design and continuous maintenance, creates and maintains a sustainable, repeatable process for use with each prospect.

- Develop M&A and joint ventures strategies in the Medicare business. Support due diligence, negotiation, and development of integration plans, in partnership with Enterprise strategy teams and key Medicare business partners.

- Partner with Medicare business teams to create business-specific strategic plans and related initiatives with alignment to overarching segment and enterprise plans.

- Communicate progress and measure success through the development of monitoring and reporting processes.

- Champion organizational alignment to measurable business and segment goals through collaboration with business leaders and owners of relevant management processes, investments, and execution.

- Champion strategic change initiatives, unlocking affordability and growth improvements.

- Lead and develop PDP and Medicare Supplement line of business strategists indirectly, increasing effectiveness, alignment, capabilities, and talent.

- Cultivate a high-performing team skilled at building partnerships and translating business goals into dynamic strategic plans, investments, and blueprints.

- Ensure connectivity to the individual businesses to which team members are aligned.

- Collaborate with senior executives, providing deep expertise in strategic development and execution across a broad suite of government businesses.

- Drive bold high-impact decisions to progress segment strategy and goal attainment, maximizing value creation across Cigna's Medicare business.

- Represent and communicate business strategy with internal and external groups, including influence team and client communications.

- Develop and maximize key relationships across Cigna strategy communities, Medicare business experts, and technology partner teams.

- Partner with Competitive Intelligence to develop a more robust external view of changing competitive factors in the marketplace.

- Promote an organization that seeks to be a partner of choice to providers and government clients, has a long-term vision in the market, and rewards accountability.

REQUIRED SKILLS:

- Bachelor's degree.

- Experience working in Medicare, Government Pharmacy and/or ACA exchange products.

- Minimum 10 years of corporate strategy experience with strong understanding of the health insurance industry, with demonstrated ability to manage strategy development across a broad portfolio.

- Demonstrated leadership on challenging problems with examples of implementing innovative solutions and driving outstanding results.

- Strong people management skills, such as but not limited to; ability to coach/ develop others, motivate staff and communicate effectively.

- Proven successes in developing downstream leaders and building high-performance teams and capabilities.

- Strong verbal/written communication and collaborative approach to work in highly matrixed and dynamic organization.

- Effective leadership, prioritization and management of complex deliverable portfolio.

- Ability to communicate complex technical concepts and insights to senior business leaders and partners in an actionable manner.

- Strong influencer and collaborator, working through others, and building relationships within the organization.

- Ability to explain complex concepts to non-practitioners across all level of the organizations.

- Ability to travel up to 15% of the time.

This position is not eligible to be performed in Colorado.
