Job Description:

JOB PURPOSE


The Human Resources Payroll Specialist is responsible for performing HR-related responsibilities and oversight of NRI’s payroll policies and compliance of the complete payroll process including preparing, reviewing, and processing bi-weekly and semi-monthly payrolls accurately and timely, garnishments, payroll taxes and reporting. This role must perform exemplary customer service and assistance to NRI employees and Executives.


ESSENTIAL DUTIES/ RESPONSBILITIES


·        Responsible for the timely preparation and processing of bi-weekly and semi-monthly payroll schedule and occasional off-cycle and bonus payrolls; process personnel actions, salary changes and tax withholding changes


·        Ensure accuracy of approved timesheets in UltiPro Time Management


·        Reconcile all tax and unemployment liability accounts to the general ledger and investigate variances


·        Prepare quarterly payroll tax reporting


·        Research and resolve payroll/tax reporting issues


·        Maintain advanced understanding of payroll operations including payroll taxes and general ledger


·        Manage the garnishment process including providing data for agencies as needed; track and deduct all garnishments and other special payroll deductions


·        Respond to employment verifications


·        Review and resolve payroll discrepancies and/or employee questions timely and accurately; take appropriate actions to mitigate future issues from arising


·        Maintain complete and accurate record of payroll information in support of internal reports and payroll preparation; effectively perform various audits to support the overall payroll function


·        Develop and maintain standard and custom reports; maintain data integrity in system


·        Research ways to improve processes and minimize expenses through application of laws and/or regulations


·        Work with auditors as needed to provide any payroll related information as it relates to completion of audit procedures


·        Document internal control processes and implement best practices as it relates to the payroll function and all responsibilities of the position


·        Maintain awareness and compliance of applicable laws (federal/state)


·        Participate in administrative staff meetings and attend other meetings and training seminars as necessary


·        Recommend new approaches, policies, and procedures to effect continual improvements in efficiency of the department


·        Maintain human resources information system records and compile reports from the database


·        Maintain compliance with federal and state regulations concerning leaves and accommodations


·        Perform other related duties as required and assigned

MINIMUM REQUIREMENTS


·        Must be able to pass a Federal investigative background check


·        No conviction, in the last five (5) years, of fraud or felony


·        No convictions of any misdemeanor or gross misdemeanor involving identity theft or any other financial crime


·        No defaulted Federal student loans


·        No license to practice law that has been revoked or involuntarily suspended at any time


·        Civil Judgement ; simply having a civil judgement does not disqualify for employment


·        Must be a United States born citizen; cannot be a Foreign National


 


·        Five (5) years of hands-on Payroll experience


PREFERRED EXPERIENCE REQUIREMENTS


·        Certified Payroll Professional (CCP) Certification


·        Experience with UltiPro or comparable HRIS system


 


·        Working knowledge of payroll best practices


 


MINIMUM EDUCATION REQUIREMENTS


 


Associate’s or Bachelor’s degree in Human Resources or related field or equivalent work experience


PREFERRED EDUCATION REQUIREMENTS


Professional degree in accounting or bookkeeping

PHYSICAL REQUIREMENTS


·        Must be able to remain in a stationary position for extended periods of time; primarily sitting


·        Ability to occasionally move about the office to access office machinery, offices, restrooms, breakrooms, etc.


·        Ability to primarily work with fingers rather than with the whole hand or arm; typing, etc.; repetitive motions of the wrists, hands, and/or fingers


·        Must be able to exchange ideas by means of the spoken word; where detailed or important spoken instructions must be conveyed to others accurately, loudly, and or quickly


·        Constantly perceive the nature of sounds at normal speaking levels with or without corrections, and have the ability to receive detailed information through oral communications


·        Constant close visual acuity to perform activities such as viewing a computer terminal, reading, and analyzing data


 


·        Exert up to 10 pounds of force occasionally and/or a negligible amount of force to lift, carry, push, pull or otherwise move objects, including own human body
