The Federal Reserve Bank of NY's (FRBNY) Markets Group mission is to implement market operations, monitor and analyze global financial market developments, execute lender of last resort operations for the Second district and collateral valuation services to the Federal Reserve System (FRS), provide infrastructure and financial services for foreign and international monetary authorities, and to provide capital market-related fiscal agency services to the U.S. Treasury.

The Product, Strategy & Business Support team will be responsible for collaborating with Markets leadership to support the development of business strategy, define the strategic vision for the Market Group's technology Products and for ensuring the portfolio of initiatives aligns with and provides value to the Group's mission and objectives. The team will further ensure the delivery of functionality fully meets the needs of the users, the adoption and ongoing use of products and services maximizes benefit, and the requisite support activities is reliable throughout the full product lifecycle.

Markets Trading is a fundamental execution competency of Markets Policy implementation. The Business Analyst (BA) for Markets Trading will act as a change agent for the end-to-end Markets Trading set of systems and tools. This individual will lead strategic initiatives in the Markets Trading Space and support the PS&S team growth in change competencies. The BA is responsible for increasing market knowledge and expertise among Markets Trading stakeholders, increasing skill in building Market Trading product strategy and increasing detailed business process expertise and operating model knowledge in Market Trading.

Your role as Markets Business Analyst, Markets Trading:

The Business Analyst (BA) will provide technical and business expertise to the delivery of a transformational technology strategy and implementation in the Trade Processing space (Front/Middle and Back office). The first such initiative is a trade platform redesign program, beginning with a business and technical strategy phase, which will develop into a multi-year effort to transform the architecture and business process for the markets trading systems. The program will leverage strategy consulting firms and implementation experts to deliver the technical and business products, and the Business Analyst from the Product, Strategy & Business Support team will be the in-house team individual responsible for providing insight and analysis for the scoping, requirements, and delivery of project artifacts.

The BA will be responsible for facilitating a consulting-style discovery process to design the future-state business process model across business units. In addition, they will be responsible for harmonizing organizational and technical changes across all areas impacted throughout the full end-to-end trading lifecycle. The BA will act as a partner to multiple business units and technology partners and help negotiate a clear position on business solution alternatives and recommendations for the development of new competencies. The BA will closely partner with product owners, business architects, and subject matter experts to create an integrated vision, requirements, and mutually beneficial approach to a modern trading platform.

The scope of this role includes all business processes, partnerships, and tooling that are used to support the Bank in its role providing excellence in Markets trading activities across the front, middle and back-office. Exceptional subject matter expertise in industry products and implementation strategies and experience delivering trade platform technologies in the fixed income space are critical components of the role. This BA is expected to help elevate the competencies of the PS&S team around the facilitation of strategic discovery activities and change management. They will coach and mentor other BA's and Product owners in change management techniques.

The core BA candidate will be responsible for:

Change Agent


  • Apply a change management approach to create a strategy to support adoption of the changes required
  • Conduct impact analyses, assess change readiness and identify key stakeholders
  • Provide input, document requirements and support the design and delivery of training programs
  • Provide a quality assurance function by reviewing the artifacts and technical deliveries throughout the lifecycle of the program to ensure alignment between business and technical objectives as well as strategic principles

Analysis & Delivery

  • Represent the business in strategic and governance forms as the change agent voice consistent with business objectives
  • Develop the approach for and support delivery rollout including user communication, training, tools set-up
  • Contribute to RFP/RFI authoring for technical product or services RFPs, take part in vendor evaluation and selection
  • Lead business process transformation activities on the Trade Platform Redesign initiative
  • Design and implement business operating model and capabilities model for a modern Markets trading business
  • Help ensure deliveries are in line with core technical & business standards, and provides guidance and justification where deviation is required
  • Support business partners in identifying operational risk, developing risk mitigation strategies, and designing technical solutions for managing risk
  • Contribute to the negotiation of vendor contracts and support agreements necessary to deliver the Trade Platform Redesign program

End-to-end process support

  • Perform stakeholder management across the Front and Back office function heads and bank accounting, risk and audit leadership
  • Develop proposals & socialize recommendations with technology & business partners and refine messaging based on feedback; help facilitate strategy workshops and knowledge sharing sessions; support consensus building in a way that is in line with business and technical objectives
  • Share industry best practices, lessons learned from past project implementation and strategy projects, etc. in order to improve quality of technology solutions
  • Identify business requirements (independently and in coordination with users) and help translate business needs and requirements into functional specifications for more complex business requirements, systems and applications
  • Facilitate decision-making by senior stakeholders by providing risk identification, impact analysis, and solution trade-offs related to different approaches - from both a business and technical perspective

  • 12-15 years of experience working on capital markets trading platform design and implementation projects, preferable in a position of analyst or delivery track lead at a large financial institution
  • Strong knowledge of the trading lifecycle front-to-back and a strong understanding of the fixed income financial markets and associate economic context; ideall a background in management consulting or experience on a primary dealer trading desk or IT team supporting the trading desk
  • End to end business process expertise in electronic trading front, middle and back office capabilities, specifically knowledge of order management capabilities, automated trading, awareness of emerging trends, e.g. distributed ledger technology and dealer industry consolidation
  • Experience working with technology vendors and product providers in the industry and the strengths and weaknesses of solution alternatives
  • Demonstrated ability to translate business concepts into actionalbe and practical technology viewpoints
  • Strong knowledge of modern technology application, including modular build, cloud technology, management of middle-ware/integration models, and various development packages
  • Education - B.S. with coursework in IT, Economics or Finance; Masters degree in IT, Business Administration or other relevant advanced degree preferred
  • Change management certification or designation desired
  • Ability to travel for work (approximately 10-20%)
