Arcadis seeks a Supplier Diversity and Small Business Program Manager to join the North America Procurement team.

Reporting to the Direct Procurement Manger - North America, you will be responsible for designing, developing, and leading the future of Supplier Diversity and Small Business utilization at Arcadis North America. Working across corporate and business lines with the public (Federal Government/Municipal) and private (Commercial) project teams, you will help ensure that we develop and manage a Supplier Diversity and Small Business program that positively impacts our business and the communities we work in and serve. Arcadis North America desires to continue to build a more diverse network of suppliers with a strong retention program and a culture of clarity and results. As our business grows, we are looking for new innovative suppliers, deeper and more meaningful relationships with existing suppliers, and managing a more diverse supply base that helps both Arcadis North America and the supplier meet our ambitious goals. ESSENTIAL FUNCTIONS

Essential functions for this role include but are not limited to:


  • Establishes and directs the overall program development and goals for the supplier diversity program in collaboration with Procurement and business line and corporate leadership.
  • Serves as the Small Business Liaison Officer (SBLO) for Arcadis' Federal Program
  • Develop a supplier diversity corporate policy that clearly defines Arcadis North America's commitment to Supplier Diversity and Inclusion.
  • Works with Procurement and business line leadership to ensure appropriate identification, qualification, and inclusion of small businesses and diverse suppliers.
  • Works with Arcadis' Federal Contracts Manager and Subcontracts Administrator to ensure compliance with federal contract requirements related to small business utilization.
  • Responsible for all reporting of Company's diverse supplier spend (Tier 1 and Tier 2) (Certified Minority and women-owned businesses) for all business operations.
  • Prepare and submit semi-annual Individual Subcontracting Reports (ISRs), Summary Subcontracting Reports (SSRs), and additional reports as needed for Arcadis' federal contracts portfolio.
  • In consultation with the Marketing and Communications team, develop a comprehensive internal and external outreach communication plan in support of the overall Arcadis North America corporate vision for Supplier Diversity and Inclusion
  • On an annual basis, validate and maintain accuracy of small and/or diverse business self-certifications.
  • Serve as subject matter expert on supplier inclusion initiatives,diverse supplier capabilities, and federal small business subcontracting matters.
  • Lead training initiatives across all internal stakeholders to educate them on small business and supplier diversity requirements, programs, and systems.
  • Work with the pursuit manager and team to prepare Small Business Participation Plans (SBPP) and Small Business Subcontracting Plans (SBSP) for federal proposals and contracts.
  • Develop and maintain a vendor database of SB, SDB, WOSB, HUBZ, VOSB and SDVOSB concerns for internal stakeholders to view for all possible known sources.
  • Submit periodic reports and maintain records so that the Government can determine the extent of compliance with supplier diversity plan as necessary.

RELATIONSHIP BUILDING/PARTNERSHIPS:

Raise awareness of Arcadis North America Supplier Diversity program through the following activities:


  • Work with external supplier diversity partner councils (MBE Councils, WBE Councils, Veterans Councils, Disability Councils, etc.) to support programs, and create opportunities for diverse suppliers to support ANA's diverse supplier goals.
  • Perform small business outreach by identifying small businesses and working with small various business associations.
  • Identify best industry practices in supplier diversity programs by conducting research consisting of external benchmarking, attending conferences, gaining insight from customers and key vendors
  • Outreach activities with diverse suppliers through participation in relevant MWBE conferences, groups, and trade shows
  • As the SBLO, represent Arcadis through public-facing outreach events and participation in federal Small Business conferences and networking events. Interface with government and government Small Business professionals.Develop and mentor small business partners and diverse suppliers to ensure successful engagements and relationships
  • Participate in supplier diversity panels and workshops.

REQUIRED KNOWLEDGE, SKILLS AND ABILITIES:

  • Must be flexible, adaptable, and resourceful and be comfortable working in a fast-paced, results-oriented environment.
  • Candidate must have experience in working within a matrixed environment and have strong project management and organizational skills.
  • Strong communicator with a demonstrated ability to network, influence and inspire
  • Ability to make independent decisions, solve problems and implement those decisions
  • Experience in Federal/public procurement with knowledge of Small Business Administration (SBA) programs and policies, and contract administration and compliance.
  • Seasoned negotiator with knowledge of complex RFQ's and innovative purchasing tools.
  • Candidate must have competency with digital systems including Oracle, MS Excel, Power BI
  • Ability to travel of 20-30%

Required Qualifications:


  • Bachelor's degree in Business Administration, Supply Chain Management, Public Administration, or related discipline
  • 8 years of professional experience in developing supplier diversity/small business/minority business programs
  • Experience developing Small Business Subcontracting and Participation Plans
  • Experience with Small Business Subcontract Reporting (ISRs and SSRs)
  • 3 years management experience

In accordance with the Colorado Equal Pay Transparency Rules:

Arcadis offers benefits for full time positions. These benefits include medical, dental, and vision coverage along with a 401K plan, STD and LTD, and Life Insurance as well as some additional optional benefits.

Full time positions also come with annual PTO days and at certain levels a bonus program may apply.

The Salary range for this role is $91, 936.00 - $142, 480.000 (of our internal ranges) for Colorado based positions only. Other locations will vary in salary range.
