The Director, HSSQE, is responsible for the daily development and oversight of the safety, training and environmental programs. Under the RESPECT Management System (RMS) umbrella, the Director, HSSQE will coordinate ISO efforts to ensure the system meets the ISO standards of ISO 9001:2015, ISO 14001:2015 and ISO 45001:2016.


The Director, HSSQE will monitor workplace activities to ensure that crew comply with company policies and
government safety regulations. The Director, HSSQE eliminates or monitors hazardous conditions resulting from human
error, equipment and machine operations that may lead to human injury and/or property damage. The Director, HSSQE
will also develop, coordinate and assist the RESPECT Service System, ISO and training programs within Alcatraz City
Cruises.


This person will be adaptable, dynamic, and embody Hornblower’s RESPECT SERVICE SYSTEM.


Essential Duties & Responsibilities:



  • Serve as Port Safety Officer.

  • Support and participate with the Alcatraz City Cruises’ Leadership Team with long term goals and strategy.

  • Oversees the continual improvement of RESPECT Management System (RMS), Safety Management Program (SMP)
    and ISO related programs.

  • Maintains and monitors HSSQE data to support operation efficiency including, but not limited to Annual
    Management Review, routine reports on safety, training, environment and quality performance.

  • Chairperson of Safety Committee, Quality Team and other RMS/ISO related Close-out meetings.

  • Ensures that safety procedures and programs including, but not limited to, Lock Out/Tag Out, Confined Space Entry,
    and Competent Person are developed and implemented.

  • Conduct and assist in the completion of Job Safety Analysis (JSA) / Safe Working Procedures (SWP) / Standard
    Operating Procedures (SOP).

  • Ensure the company complies with both federal OSHA standards and those of California State occupational safety
    agencies.

  • Lead investigator of incidents, non-conformities and near-miss reports.

  • Enforce company safety procedures/policies.

  • Maintain inventory/distribute Personal Protective Equipment (PPE).

  • Conduct routine safety site inspections throughout the facilities and vessels to ensure we continually improve the
    safety of our workspaces and public areas.

  • Assists in identification, analysis and mitigation of risks, including, but not limited to occupational hazards.

  • Inspect interior and exterior work areas to determine if safety hazards exist (looking for broken equipment and
    damaged equipment, slip-and-fall hazards and other potential hazards).

  • Conduct periodic crew observation to ensure that they follow company safety policies/procedures.

  • Solicit feedback from crew and use that feedback to improve existing programs or create new ones.

  • Provides safety information by collecting, analyzing, and summarizing data and trends; publishing reports; writing
    newspaper articles and special bulletins; maintaining OSHA records and coordinates OSHA reporting with Human
    Resources Department.

  • Interacts with fellow managers in the development of training materials suited for each individual department.

  • Analyzes training needs in individual departments, as well as improve and modify existing programs to ensure quality
    on-the-job training for new hires.

  • Coordinates and arranges portions of New Hire Orientation, RESPECT Service System and ISO programs.

  • Develops, researches, and organizes training material, including manuals, multimedia, and other educational
    material.

  • Evaluates the effectiveness of training programs, provides recommendations for improvement and works with
    managers for implementation.

  • Interacts with individual departments in the company to assist in proper documentation.

  • Conducts and arranges CPR and First Aid training programs.

  • Strong writing/communication skills necessary to develop documentation and procedures.

  • Documents all relevant National Park Service controlled documentation as per RMS system.

  • Oversees document control for the entire company and ensures all training logs, contract compliance document and correspondences are maintained and electronically stored.

  • Oversees official repository of National Park Service correspondences as it relates to contractual requirements and
    reporting.

  • Supports documents development and control for departments and files them electronically in RMS system file
    management portal.

  • Oversees the development of reporting members of the HSSQE department. Ensures that the Department applies focus on areas that include, but are not limited to: RMS system, storm water management, hazcom, hazmat, air
    emissions, water quality, respiratory protection and other environmental programs.

  • Be an ambassador for all HSSQE initiatives within the organization in promoting stewardship.

  • Ensure we are compliant with all local and statewide environmental policies.

  • Support United States Coast Guard requirements for Security and Company Security Officer (CSO)

  • Accurately complete all documentation including payroll, time sheets, revenue reports,
    paperwork and invoices on a timely basis.

  • Know and understand internal policy and external regulatory requirements that relate to
    your position and department.

  • Additional job duties as assigned

Requirements & Qualifications:



  • USCG Masters (100 ton) or equivalent - preferred, but not required

  • Possesses current CPR and HAZWOPER Training certification

  • Experience in overseeing a training program

  • Strong organization skills required

  • Experience working in a team and operational environment to manage systems

  • Highly proficient Microsoft Word, Excel, PowerPoint and experience with organizational
    documentation file management systems

  • Must thrive in a fast-paced environment and possess strong leadership skills

  • Strong knowledge of state and federal regulations for health, safety and environment
