Department Overview

The men and women of Electric Operations ensure the delivery of safe and reliable electric service to our customers. Electric Operations is responsible for every aspect of PG&E's electric distribution and transmission operations, including planning, engineering, maintenance and construction, asset management, business planning, restoration and emergency response.

Position Summary

Develops Bid Packets and Requests for Proposal (RFP) Scope documents for assigned contract request in partnership with Maintenance & Construction and Transmission Line. Provides consultation on the feasibility of construction projects with project team. Partners with Project Management and Engineering to provide advice and direction at the construction project site regarding construction environment and related details. Collaborates with Contract Specialists to facilitate the creation of outsourced contracts. Serves as a consultant throughout the life cycle of the construction project.

Job Responsibilities

• Within an assigned discipline (civil, electrical or line), interprets design, writes work specific scope documentation, and contributes to the contracting decision-making process with Project Managers, M&C Supervisors and Construction Management.

• For a single discipline (civil, electrical or line), attends preconstruction walk downs with PG&E Engineers and Project Managers. Leads job scope discussions with Project Team. Conducts preliminary jobsite visits, solicits input on the constructability and contractibility of proposed projects. Begins learning and handling this process for one or more additional disciplines.

• Leads formal job walk downs or conferences with Project Team to review the IFC (Issued For Construction) drawings and discuss scope, schedule and milestone target dates.

• Compiles internal bid packet and relevant data for the RFP and contract processes.

• Leads PowerAdvocate bid events, fields and addresses communication with contractors.

• Reviews RFPs to confirm financial data submitted from the contractor matches the job scope. Provides input into supplier selection (Pre & Post Bid).

• Utilizes workload management database, updates personally assigned projects, assists Career level employees with system usage, and begins reviewing workload analysis reports.

• On a limited basis, and as designated by the supervisor, will provide mentoring to career level employees.

Qualifications

Minimum :

• High School or GED-General Educational Development-GED Diploma

• 5 years post journey level or equivalent experience in construction projects with either a civil or electrical focus

Desired Qualifications:

Bachelor's degree in construction management, civil engineering, construction science or electrical engineering depending on area of focus.

Knowledge, skills, abilities:

Specialized knowledge of either civil, electric or line construction projects.

Familiarity with the processes and orientation of construction contracting firms.

Strong project and people management skills.

Ability to understand, interpret and communicate civil/electrical work procedures, work methods, standards, policies, and guidelines.

Demonstrates skill in achieving cooperation from others in order to achieve a goal.

Knowledge of California and Federal regulatory requirements such as Federal Energy Regulatory Commission (FERC), North American Electric Reliability Corporation (NERC), Western Electricity Coordinating Council (WECC), and CAISO.
