Overview
The PM manages The center of excellence in an IT network infrastructure engineering supporting a large number of unique mission focused systems. To be successful for the future we must become a center of excellence in project and program management to complement our first article engineering design and implementation.
The Sponsor is shifting to an Agile/DevOps mindset for engineering and development activities to support all respective network engineering projects. The Sponsor's focus is on adoption of Agile practices and programmatic standardization for engineering activities within the network infrastructure domain.
Position is of immediate availability upon candidacy approval by Customer.
Responsibilities
Responsibilities not limited to the following:
Responsible for the delivery of state-of-the-art global network services.
Work within a multidisciplinary team and assist in the areas of technical project management, situational awareness reporting, and horizontal integration planning for enterprise scale IT projects.
Oversee multiple projects and/or tasks using Agile methodologies including story management and development
Orchestrate service delivery tasks over multiple sprint cycles.
Provide management oversight on reporting of assigned projects.
Ensure delivered solutions meet strategic and tactical goals.
Coordinate with a multidisciplinary team for agile sprint story definition, backlog population, and backlog grooming.
Develop sprint based project delivery schedules within the Sponsor's approved tracking system.
Provide regular communications to both internal and external stakeholders including senior management.
Assist with project documentation activities such as creating, baselining, and maintaining documentation.
Utilize the sponsor's project management framework.
Effectively communicate on a daily basis within the team and supporting mission partners both internal and external to Sponsor organization.
Utilize the sponsor's project tracking system (JIRA) to manage scheduled deliverables, program level requirements, and project prioritization.
Apply the Sponsors Agile methodology and programmatic standards within the team.
Analyze current business processes and recommend efficiency improvements.
Work with the Sponsor's sprint task managers to provide recommended prioritization of tasks and levels of effort.
Qualifications
Requirements:
Citizenship: Must be a US Citizen.
Clearance - Must have Top Secret/SCI clearance and ability to obtain TS/SCI with an appropriate Polygraph
Qualifications:
Bachelor's degree in Computer Science, Information Systems, Engineering, Business, or a scientific or technical discipline. Minimum of three years' related experience. Associate degree can be considered with additional related work experience and certifications.
Masters and Higher educational degree and related years of experience preferred.
Combination of experience and education may be substituted to meet requirements.
Compensation - commensurate with qualifications and experience.
Knowledge, Skills, and Abilities
Demonstrated experience in Information Technology Project/Program Management
Demonstrated experience managing enterprise scale networking or telecommunications projects
Demonstrated general Information Technology knowledge to understand the life cycle of an I.T. project and execute supporting project planning
Demonstrated experience driving project integration efforts to completion
Demonstrated experience planning and implementing IT standards, guidelines, and governance
Demonstrated experience estimating project costs
Demonstrated experience using configuration control systems such as JIRA
Demonstrated experience facilitating and coordinating between program stakeholders
Demonstrated experience using the MS Office suite
Desired Knowledge, Skills, and Abilities
Demonstrated experience using content management systems such as Confluence, JIRA, or ServiceNow
Demonstrated experience providing consulting and advisory services for senior IT stakeholders
Demonstrated experience using project planning tools such as MS Project, ServiceNow, JIRA, JIRA Portfolio (SLACK or Trello)
Demonstrated experience using diagramming tools such as MS Visio, AUTOCad, and MS PowerPoint
Demonstrated experience implementing and using Agile frameworks such as SCRUM, SAF, or KANBAN
Certifications in Project Management such as CAPM, PMP, PMI-ACP, or ICAA
