The Associate Engineer - Gas Engineering under varying levels of supervision, maintains engineering procedures, standards, processes and documentation and provides support to Programs and projects to meet Corporate and business area goals and objectives. Support is provided to gas transmission and distribution integrity management programs and inspection activities in accordance with regulatory requirements and may provide recommendations for asset remediation or replacement and system improvements based on analysis and integrity records. Supports gas material processes including but not limited to new material identification, material specification development and defective material evaluation. Provides general technical and engineering guidance to Gas Operations and Gas Engineering. Applies company, industry, local, state, national codes, tariffs, and standards, and ensures compliance with regulatory requirements. Interacts with technical support contractors/consultants, customers, developers, municipalities, agencies or others.
• Supports a variety of gas engineering functions such as but not limited to the distribution and transmission system integrity management program, capital project reviews, maintenance engineering, performance data reporting, materials, O&M procedures and Gas Construction Standards review and development. • Supports engineering studies and may propose solutions to engineering-related problems; maintains models and incorporates data to support improvement programs, techniques & solutions. • Interfaces with outside departments, vendors, suppliers, and reliability entities to evaluate new or defective materials. • Develops or assists in presentations of engineering-related projects to all levels of management & external parties (contractors, customers, etc.). • Plans and manages individual workflow to meet budgets and schedules. • May mentor and provide guidance/direction for less experienced staff. • Provide subject matter expertise in support of training others on regulatory compliance issues as well as work with internal/external stakeholders to address compliance. • Maintains standards, procedures, and/or processes for compliance with pipeline safety regulations. • Provide support and work products for internal Stakeholders to prepare them for state and federal regulatory audits and inspections as necessary. • Evaluate and provide appropriate technical guidance on assigned pipeline compliance requests. • Provide insight and assist on special projects to ensure pipeline safety initiatives are incorporated to align regulations and business objectives. • Provide support to research, compile, and/or prepare studies, responses to proposed changes in regulations, recommendations, policies, procedures, and correspondence. • Review documents, prepare checklists, audit agendas, conduct pre and post audits and prepare final reports. • Support incident investigations and root cause analyses. • Communicate well both verbally and in writing, creates accurate and punctual reports, delivers presentations, shares information and ideas with others, has good listening skills. • Makes decisions systematically, can make decisions under pressure, builds a consensus and considers impact of decisions.
Skills and Requirements
Education & Experience Required: • Bachelor of Science Degree in Mechanical, Civil or equivalent Engineering or Engineering Technology and 0-2 years of job relevant experience • Proficiency in Microsoft Office programs, primarily Excel, Word, PowerPoint, Project, Access as well as Visio and SharePoint • Strong analytical and problem-solving skills • Strong time management, project management, prioritization, and organization skills • Proficient communication, presentation and interpersonal skills
Preferred Qualifications: • Understanding of ANSI, ASME, API and other various Industry Standards relevant to the natural gas industry • Understanding of 49 CFR Part 191 and 192 or experience in specific areas of pipeline safety compliance • Understanding of 16NYCRR Part 229, 255, 261 and Part 753 or experience in specific areas of New York State pipeline safety compliance
Skills and Requirements • Theoretical Engineering knowledge o Planning, Operations and Engineering Design, Analytic, modeling & Calculation, understanding the business model; Global View of the Business (Values cross-functional collaboration, understands importance of growing knowledge and developing relationships and links across the organization). o Awareness of Federal and State Code requirements applicable to the Operation and Maintenance of natural gas transmission and distribution systems. Understanding of Integrity Management requirements applicable to natural gas transmission and distribution systems. • Practical engineering experience/application - o Planning, Operations and Engineering Design, Construction, (e.g. field experience, standardization "Perform economic analyses of engineering alternatives, develop business cases and defend in front of stakeholders.") • Engineering documentation - o Ability to adequately document and interpret engineering documentation and maintain documents in accordance with Company records retention requirements. o Familiarity with Company O&M Procedures, Construction Standards, Material Specifications, Pipeline analysis and repair, Integrity Management Program and other engineering process documentation. • Ability to review and verify engineering work done by others o Awareness of compliance with company standards, specifications, contract requirements and technical adequacy • Knowledge of Regulatory and Compliance Environment o Awareness of Local, State and Federal Regulatory Standards and requirements applicable to natural gas transmission and distribution
