Job Summary: 

 

Akima, LLC seeks to hire ITES 3S/RS3 Account Manager to join our Corporate Development Team.  In this role, you will be responsible for the implementation of portfolio sourcing and business execution including resource (staffing) identification and allocation, partner relationship management and metric reporting; in response to our business winning efforts. The position is located at the Akima office in Herndon, VA

 

Responsibilities: 

 


  • Build, manage and maintain a pipeline of opportunities on the U.S. Army ITES 3S and RS3 contracting vehicles

  • Develop and maintain highly effective relationships with the government contract management offices and industry partners that drive growth Army Contracting Command APG and Army PEO EIS

  • Market the ITES 3S and RS3 vehicles to relevant customers and promote their use to internal Akima stakeholders

  • Adjudicate, Assess, Evaluate, and distribute task order RFIs and RFPs to internal and external stakeholders as needed

  • Advise senior management in setting the strategic direction to ensure maximum benefit of ITES 3S and RS3

  • Collaborate with Business Development Leads, Operational stakeholders, engaging Leadership and providing recommendations for all ITES 3S and RS3 IDIQ contract related business winning decisions

  • Participate in and contribute to Army IT strategy sessions led by Army IT Portfolio Manager

  • Review complex solicitations, participate and contribute in proposal strategy sessions to include pricing narratives, risk assessments, and proposal submissions

  • Contribute to business winning activities such as: leading volumes, participating in review,  providing vehicle landscape and environment, and performing incumbent research as needed

  • Participate in all ITES 3S and RS3 business winning activities such as: bid/no bid assessments, identification of customer's key criteria, win strategy development, win theme identification,  discriminator strategy, price-to-win development, proposal support to include writing as required

  • Manage and coordinate the development of Sources Sought, Request for Information (RFIs), Monthly/Quarterly Reports, and Request for Proposal (RFP) responses for all ITES 3S and RS3 task orders

  • Attend ITES 3S, RS3, PEO EIS, ACC APG related industry meetings, Program Management Review Meetings (PMR), conferences, trainings or participates in organizations to further enhance knowledge of Government Procurement processes or that may have an impact on how we conduct business in the Government marketplace

  • Track IDIQ and TO metrics

  • Ensure all IDIQ requirements are met 

  • Maintain timely communication and customer satisfaction for all IDIQ responsibilities, including monthly status reports, ensuring such deliverables are submitted accurate and on time

  • Liaison with internal customers (Proposal Managers, Accounting, Program Control/Finance, etc.) to communicate information regarding contract changes and other relevant data

  • Work collaboratively with Contracts, Legal Counsel, Subcontracts and Purchasing to ensure adequate internal controls are present to ensure compliance

  • Coordinate with Program Managers to assess completion of current ITES 3S and RS3 task orders, understanding overall schedule and deliverables, and ensure current projects are achieving desired outcomes and meeting all contractual requirements

  • Act as a liaison with Program Managers, Project Managers, and Task Leads to identify potential organic growth opportunities with existing task orders and in adjacent spaces

 

 

 

 


  • Minimum 10 years’ professional experience working with government or as government contractor

  • Minimum 5 years’ experience working Army Programs, either Operations, Strategy or Business Development Working knowledge of Army Enterprise IT Programs, Army IT Operations and Maintenance, and future Army IT goals

  • Extensive network of Government and industry relationships

  • Proficient in MS Office, Power Point, Excel, Teams and Office 365

  • Proven experience in pursuing and capturing new federal business, including building and leveraging relationships, developing effective teaming and win strategies, and writing winning proposals

  • Ability to work within high performance teams in a matrix management environment

  • Excellent communication skills and strong interpersonal skills, as this position interfaces with all functions within the organization and a broad group of outside constituencies

  • Demonstrated ability to conduct market and industry research and perform analyses using discretion and making sound business decisions

  • Strong organizational and problem resolution skills

  • Working knowledge of FAR and DFARs

  • Extensive knowledge of Federal contracting for professional services, RFP and Capture Management, Prime and Subcontractor negotiations and client management

  • Excellent written and verbal communication skills

  • Able to read and understand contractual documents 

  • Ability to influence and persuade

  • Ability to make sound business decisions

Desired Qualifications: 


  • Working knowledge of ITES 3S and RS3 terms and conditions

  • Extensive experience managing IDIQ or GWAC 

  • 10 years’ experience working Army Programs, either Operations, Strategy or Business Development
