We are seeking an experienced Senior Construction Estimator to join our team.  The Estimator will program, plan and estimate facility life cycle and construction projects for building renovations, infrastructure upgrades and new construction projects. Provide pre-project planning, site walks, obtain quotes, vendor relationships, process permits, conduct inspections, closeout projects, invoicing, and accurate records management.

    Position Specific Requirements:


    • BS degree in an engineering or technically related discipline with 5+ years of solid practical experience estimating projects for government clients

    • OR a High School Diploma with 7+ years of solid practical experience estimating projects for government clients

    • Experience with cost estimating using RS Means, MCASSE, etc.

    • Demonstrated knowledge of construction project management (i.e., budgeting, job costing, procurement and contract management) for projects up to and over $1 million

    • Ability to read and interpret specifications and bid instructions. Bid must include a comprehensive "take off" of materials included in the job, labor, buyout items, and equipment costs. Long lead items must be coordinated with purchasing and all bids must be clear and concise for tracking back all expenditures.

    • Demonstrated experience with proposal development (technical base and cost).

    • Evaluating specifications, drawings, scope documents and other bid package information to make sure that all the information needed to develop an accurate and competitive estimate and win the project is known and understood.

    • Ability to understand of scope of work provided with requests for proposals and change orders when the scope of work may be unclear or contradictory.  

    • Ability to research scope items that are unfamiliar and communicating as needed to ensure the project development team has enough understanding of the work to develop the proposal.

    • Developing complete take-offs necessary to itemize quantities and types of materials and components and acquiring accurate cost information from vendors and suppliers.

    • Ability to determine man-hour, tool and construction equipment requirements along with their respective costs.

    • Ability to solicit and evaluate proposals for services from subcontractors

    • Developing evaluation criteria for subcontractor and bidder prequalification.

    • Supporting Project Managers in the evaluation of subcontractor change order requests.

    • Ability to developing and maintaining good subcontractor and vendor relationships

    • Strong familiarity with 10 CFR 835, OSHA 1910.120 and other applicable regulatory guidelines within DOD, DOE and NRC.

    • Federal and state regulator interface including USEPA, USDOT, and NRC.

    • Experience interacting with federal agencies including USACE, DHS, DOD, DOE, USWFS, USFS, and BLM.

    • Working knowledge managing DOE, U.S. Army Corps of Engineers, NAVFAC and other government agencies

    • Valid state driver’s license.

    • Ability to pass a pre-employment background check.

    • Ability to pass pre-employment and random drug screens.

    • Must be available for standby assignments and work scheduled off-hours and emergency overtime as required.

    • Must occasionally be available for extra hours as required.

    • Must be able to travel as required.

    • Must be able to document issues and resulting resolutions.

    • Must be able to solve problems.

    • Must possess intermediate to advanced computer skills.

    • Ability to solve practical problems; ability to interpret and understand a variety of instructions furnished in written, oral, diagram or schedule form.


    Physical Demands:


    • Ability to verbally communicate with, hear and understand others.

    • Ability to sit, stand, bend, reach and walk for extended periods of time

    • Ability to walk, reach with hands and arms.

    • Ability to perform repetitive movements of the fingers, hands, wrists and arms.

    • Must be able to up to 30 lbs.

    Work Environment:

    While performing the duties of this job, the employee is exposed to normal office conditions when not in the field. The noise level in the work environment is usually moderate. When in the field, employee may be exposed to environmental hazards, extreme weather conditions, and loud noise.
