Position Summary:

Under general direction incumbent is responsible for coordinating the contracting of commodities as assigned, from initiation through terms and conditions and legal reviews to signed contract and implementation in accordance with policies and procedures, including but not limited to investigating alternatives, reviewing cost effectiveness, soliciting bids and negotiating with vendors. Incumbent is responsible for procurement of a wide variety of medical related services and supplies and understanding end to end supply chain process to properly implement successful programs. Performs contract administration, price analysis, and negotiations. Procures minor/capital equipment, as assigned. Develops sourcing strategies for services, supplies, and technologies associated with assigned commodities/categories. Incumbent must employ use of analysis-based scoring criteria/methodology to include presenting models to key stakeholders in clinical and business settings. Develops and maintains expertise in commodities and sourcing of supplies for areas assigned. Resolves POs, payment, contract, and departmental issues. Develop and drives complex RFXs for services and supplies, including bid specifications, terms and conditions, bid evaluation and vendor selection. Assists in the planning of, and performs lease/purchase transactions following UC program guidelines, as assigned. Documents source selection, price rationale, and maintains purchase documentation to assure compliance with audit, University of California, state and other requirements. Adheres to HIPAA and BAA requirements. Performs other duties as assigned. Acts as back-up/mentor to other buyers as required.

Required Qualifications:

* Ability to communicate complex information to others verbally and in writing

* Ability to read, interpret, develop, and negotiate terms and conditions of contracts

* Advanced level of proficiency in the use of standard spreadsheet and word processing software

* Strong negotiating skills

* Advanced skills in the use of ERP / financial systems (such as Oracle, PeopleSoft, SAP, etc.), and e-commerce (such as GHX)

* Ability to perform cost analysis and planning for major commodities

* Five (5) years of previous experience, preferably in a hospital or a large, complex healthcare system, or equivalent University purchasing experience. Experience in supply chain management with strong background in finance/decision support analytics. Must be able to articulate documented savings and supporting details

* Bachelor's degree in related area and / or equivalent experience / training

* Full knowledge of procurement and sourcing functions

* Uses skills as an experienced procurement professional. Works on assignments that are diverse and complex in nature, and requires strong analytical skills necessary to compare and contrast purchasing options. Demonstrates good judgment in selection methods and techniques. Makes independent purchasing decisions. Receives assignments in the form of objectives and determines how to use resources to meet schedules and goals. Identifies risks and responds accordingly. Regularly works on highly complex issues where analysis of situations or data requires an in-depth evaluation of variable factors. Exercises judgment in selecting methods, techniques and evaluation criteria for obtaining results

* Technical leader with a high degree of knowledge in the overall field and recognized expertise in specific areas; problem-solving frequently requires analysis of unique issues / problems without precedent and / or structure. May manage programs that include formulating strategies and administering policies, processes, and resources; functions with a high degree of autonomy

Preferred Qualifications:

* Knowledge of UC procurement policies, the organization's departments and operations and Federal Acquisition Regulations

* Professional certification preferred
