Vactor Mfg. Inc. is a leading manufacturer of municipal combination catch basin/sewer cleaning vacuum trucks and industrial vacuum loaders that clean up industrial waste or recover and recycle valuable raw materials. Vactor is located in Streator, IL and is a subsidiary of Federal Signal Corporation.

Summary of Position

Regularly manages two (2) or more full-time employees who perform diverse work.


  • Multiple related functions

Provides guidance to subordinates within latitude of established policies and recommends changes as needed. 

Acts as an advisor to subordinates to meet schedules and/or resolve technical problems.  Develops and administers schedules, performance requirements; may have budget responsibilities.

Establishes operational objectives and work plans, and delegates assignments to subordinate supervisors.  Often involved in developing, modifying and executing departmental and/ or business unit policies that affect immediate operations. 

Participates with other senior managers to establish strategic plans and objectives.  Contributes to decisions on administrative and operational matters and ensures effective achievement of objectives.

Shares engineering leadership with one or more counterparts

Essential Job Duties and Responsibilities


  • Directs department activities to manage and modify existing designs to reduce costs, improve reliability and performance, and reduce warranty costs

  • Reviews and evaluates cost reduction proposals from other sources, compiles appropriate information, makes recommendations for action, and checks on results obtained.

  • Manage project(s) to evolve design of product (i.e. changes driven by federal/ state regulations, major component suppliers, or Industry Standards)

  • Works with product management to develop and maintain product configuration including options and/ or accessories

  • Coordinate engineering support to provide assistance to Field Service and/or Production  to assist in troubleshooting, performance issues and/ or warranty issues

  • Manages the activities of detailers, designers and engineers assigned to this group and assigns tasks and provides direction within the constraints of the project.

  • Administers personnel functions including goal setting, performance evaluations, hiring, and salary adjustments.

  • Communicates and coordinates with suppliers where engineering input is required to develop specifications for products and/or components. Evaluate machine performance vs. customer expectations and incorporate this input into future design(s) as necessary.

  • Manages and provides leadership and development for the engineering team and coordinates activities of the department to design, develop and test product(s) and/ or services

  • Provides planning, direction, and coordination for technical activities while achieving optimum use of employees, equipment, materials, and facilities.

  • Develop comprehensive project plan(s) for large type projects and reports status to appropriate personnel

  • Confers with management, production, and marketing staff to determine engineering feasibility, cost effectiveness, and customer demand for new and existing products.

  • Prepares and controls department budget, forecasts operating costs of department, and directs preparation of budget requests.

  • Insures compliance of company policies, procedures, and objectives

  • Develops financial justifications for large scale projects.

  • Works with customers to build relationships and brand awareness.

  • Oversees the engineering cost reduction process.

  • May include travel to the field and/or trade shows.

  • Works with leadership team on technical direction for the business.

  • Flexibility to perform other duties and assignments as required

Position Requirements


  • Bachelor Degree in related engineering discipline from an accredited university.  Master’s Degree or at least 10 years of industry related experience a plus

  • 12+ years’ engineering experience with a minimum of 5 years of broad project and management experience

  • Provide direct project direction and focus to subordinates;

  • Communicate technical information and project status, both verbally and in writing;

  • Positively influence customers, suppliers, peers and superiors in alignment with business goals/objectives;

  • Develop (directly or through others) innovative technical concepts and solve problems; gain cooperation of others.

  • Possesses strong verbal and written communications skills

  • Thorough understanding of the appropriate 3D CAD software and other tool sets as required by the specific position or function.

  • Experience in the key activities and responsibilities of the position attributes as required by the specific position or function (i.e. complex mechanisms, assemblies, acoustic, optical and welded structures.)

  • Mainly becomes involved in elevated issues. 

  • Possesses strong verbal and written communications skills

  • Experience in the design of complex mechanisms, assemblies, and welded structures.
