Job Description:

ESSENTIAL JOB FUNCTIONS: Works under the general direction of the Bikeway and
Pedestrian Programs Manager to assist in the planning and coordination of
Bicycle and Pedestrian objectives and safety programs. Assists in the
development of design standards for Bicycle and Pedestrian infrastructure and
Traffic Control Devices. Coordinates grant applications and assists in the
management of grant funded projects. Researches, Reviews, and Recommends
policies related to bicycle and pedestrian safety. Coordinates bicycle and
pedestrian planning efforts with various organizations such as the Office of
Planning and Development and the Memphis Metropolitan Planning Organization.
Assists with public communication related to Bicycle and Pedestrian projects
and initiatives. Attends various public/community meetings to communicate
Bicycle and Pedestrian initiatives to citizens and community leaders. Implements
GIS applications usage to update the City’s Bicycle Network and to analyze
data. Prepares studies and reports as needed. Reviews plans for Bicycle and
Pedestrian infrastructure projects and makes recommendations to internal
Engineering staff and Consultants. Prepares and delivers reports and
presentations to further public relations objectives. Conducts site
investigations, which includes riding the bike routes, throughout the Memphis
area. Utilizes principles of community development, transportation planning,
and traffic calming to assess and evaluate conditions and levels of bicycling
and walking and makes recommendations for the best location to implement bike
routes which will most effectively increase bicycling and pedestrian
travel. Plans, prioritizes, and recommends funding of projects for the
City Capital Improvement Plan and MPO Transportation Improvement Program
(TIP), the MPO Long-Range Transportation Plan, and MPO Bicycle & Pedestrian
Plan. Implements, identify, and advocate bicycle and pedestrian friendly
policies existing in federal, state and local programs. Develops curriculums,
promotional materials, and training/public education programs to be used to
communicate the benefits of non-motorized travel. Coordinates the operations of
the City’s Shared Mobility Program.

otherwise) which may be assigned.

 

TYPICAL PHYSICAL DEMANDS: Must
be able to communicate verbally and in writing with management, staff and the
public.  Requires the ability to conduct
site visits involving traversing uneven land on foot.  Must be able to traverse existing and
proposed routes by appropriate means. Must be proficient in the operation of a
bicycle.  Requires the ability to view
plans and drawings, and the ability to operate a personal computer and
automobile.

 

TYPICAL WORKING
CONDITIONS:
Majority of work is performed in an office environment and
some outdoor work required to visit sites and ride routes. Must travel
throughout the City of Memphis. May be required to work some evening and
weekend hours to attend meetings and events.

 

MINIMUM QUALIFICATIONS: Bachelor’s degree in Transportation Planning,
Engineering, Public Administration, Social Sciences or related field and three
(3) years’ experience related to bicycling and pedestrian issues, including but
not limited to community advocacy for development of bicycle facilities with
various interest groups; or any combination of experience and training which
enables one to perform the essential job functions. Knowledge of bicycle facilities
in other areas of the country or world preferred. Must possess a valid Driver’s
License.
