DESCRIPTION: Patricio Enterprises (PE) is seeking a Budget / Cost Analyst - Intermediate to support the Product Manager Installation Information Infrastructure Modernization Program (I3MP). PdM I3MP modernizes and delivers global network infrastructure, technologies, and capabilities worldwide in direct support to the Army, Joint Warfighters, and other mission and coalition partners, enabling strategic information sharing, enterprise services, and command and control while transforming the network into a centralized, more secure, operationalized, and sustainable enterprise.

Primary duties will include (but not limited to):

- Provides Business, Cost Estimating, and Financial Management support necessary for PM, to include support analysis for the preparation of the Program Objectives Memorandum (POM), spend plans, and various other budget related documents required by the Government.

- Supports the development, analysis, and execution of the budget using M/S Access, Excel PowerPoint, Program Planning in SOMARDS, GFEBS, Financial topics, etc.

- Provides expertise in earned value management, cost analysis, cost estimating, budget planning, tracking and execution.

- Supports program reviews for BCF performance of industry partner execution and integration efforts with other contracting personnel to identify and resolve problems.

- Analyzes proposals, and other documentation, to prepare time, cost, and labor estimates.

- Prepares estimates for selecting vendors or subcontractors and determining cost effectiveness.

- Reviews data to determine material and labor requirements, and prepare itemized lists, as required.

- Prepares estimates used for management purposes, such as planning, organizing, and scheduling work.

- Prepares time, cost, and labor estimates for products, projects, or services, applying specialized methodologies, techniques, or processes.

- Computes cost factors used for preparing estimates for management and determining cost effectiveness.

KNOWLEDGE AND SKILLS:

- Demonstrated knowledge of cost estimating.

- Demonstrated knowledge of earned value management.

- Must be able to work independently.

- Must be detail oriented and organized.

- Must be able to manage multiple projects at one time.

- Expertise in fielding policies and procedures including Army-specific guidance.

- Expert ability to research, analyze, and evaluate information to provide multiple courses of action.

- Expert ability to express ideas effectively orally and in writing.

- Expertise in leading and managing other employees.

- Proficiency with Microsoft Office.

EDUCATION / EXPERIENCE:

- Bachelor's degree or equivalent.

- Six (6) to (9) years relevant experience in the budgeting / finance / accounting.

- Shall be certified in General Fund Enterprise Business System.

- Shall be proficient in MS Word, Excel, Outlook, MS Project, and Power Point.

Occasionally lifts to 20 lbs.
