First Data Government Solutions is seeking a Senior Technical Consultant with extensive experience in oversight/Project Management of QA/IV&V, PMO, Strategic Planning, Procurement, and Business Transformation/Change Management projects. Responsibilities include consulting, account management, project management, client satisfaction, people management, and strategic planning. This position is one based out of client locations, not First Data offices. Job responsibilities could include, but not be limited to:
Performs lead role on technical task/deliverable development through client approval (e.g., change control board meeting, takes lead on alternatives analysis, network and program technical analysis and documentation)
Leads First Data and client teams in developing required technical deliverables and work products
Recommends strategies for technical aspects of projects
Applies knowledge of how technology relates to the business, market and industry to support needs of clients
Interacts with the business stakeholders and subject matter experts in order to understand their problems and needs, develop the client relationship, and maintain First Data’s “trusted advisor” status
Must be able to grow the business just as successfully as delivering on an engagement. The individual must be comfortable operating both within scope, deliverables, responsibilities, and expectations and in the “grey” area when these things are not always defined.
Responsible for completing tasks related to deliverables. These could include, but are not limited to, maintaining project work plans and schedule; conducting research, organizing and presenting findings, leading work sessions with clients and project team, and developing documentation using structured methodologies

Bachelor's or Master's Degree (preference for IT information management or public policy related degrees)
Must be able to plan and facilitate presentations and client meetings, and guide the First Data and client Teams in developing required deliverables and work products.
Must be a self-starter with the ability to adapt in the client environment to achieve desired results.
Strategic thinking, complex problem solving
Executive presence, verbal and written communication skills, poise under pressure
Ability to make complex decisions and recommendations under limited direction and using high degree of initiative and independent judgment
Preferred: Prior experience working in state health and human services agency/agencies, additional IT certifications (i.e. Scrum Master)
At least 8+ years consulting or client engagement experience in several of the following areas: project management, IV&V, change management, strategic planning, business process improvement, governance, business intelligence, performance management, quality assurance, and procurement
Demonstrated hands-on technical background with operational, architectural and security expertise
Experience on large government IT development project(s)
Knowledge of multiple programming languages, technologies and tools
Knowledge of emerging technologies
Knowledge of application development technologies, tools and methodologies and all functional areas in IT organizations
Ability to conceptualize and communicate system architectures and complete system diagrams that illustrate dependencies of all interrelated systems and processes
Three (3) or more years of experience as Project Manager
