General Summary
This position is responsible for overseeing construction-related contracts and assisting with the preparation, negotiation, and administration of bid solicitations and proposals, Contract Management processes, the Small Business Compliance Program, major purchase orders, contract changes, and claims in a manner that ensures timely and efficient resolution of issues, claims, and implementation of Company practices that will eliminate or minimize the risk of loss.
Essential Job Accountabilities
1. Assist in investigating, researching, analyzing, and resolving contractual issues.
2. Assist in the administration and preparation of contract changes or modifications, including cost and time impacts, to mitigate risks and protect the Company's interests.
3. Assist in the incorporation of flow down of prime contract specification provisions into lower-tier agreements, which includes review of insurance, bonding, indemnity, payments, compliance [Equal Employment Opportunity (EEO), Disadvantaged, Minority-Owned, Women-Owned, Emerging Small Businesses, Services Disabled Veterans, Business Enterprises (D/M/W/SBE), Disadvantage Business Enterprise (DBE)] and other relevant provisions to ensure subcontract and vendor compliance with the prime contract and risk coverage omissions are avoided.
4. Assist in contract negotiations and revisions to mitigate risks and protect the Company's interests.
5. Assist in the preparation of required construction documents to ensure contractual compliance and responsiveness during the bidding process and execution phases of a project including, but not limited to, preparing Requests for Information (RFI), Notices of Owner Delays, Notices of Changes, Change Order/Modification Requests, Requests for Equitable Adjustment and other formal contractual documentation required to mitigate risks and protect the Company's interests.
6. Support project leads with preparing, analyzing, and submitting contract modification requests to protect the Company's interest and ensure timely completion of all contractual requirements related to the contract work.
7. Support project leads by working with internal counsel on drafting and negotiating non-disclosure agreements, teaming agreements, joint-venture agreements, exclusive dealing agreements, and subcontract agreements with Construction and Design partners.
8. Review and track the Company's Small Business Enterprise (SBE) Subcontracting Program to ensure it is in compliance with the Small Business Administration (SBA).
9. Review and approve insurance and bonding certificates to ensure compliance with Company and Owner requirements.
10. Process and monitor Owner/Client required paperwork and maintain accurate files to ensure Company and subcontractor compliance.
11. Deliver accurate and timely information regarding "cleared for work" status of subcontractors to all field personnel to ensure proper execution of work.
12. Ensure subcontract language is in compliance with client and/or prime contract, including mandatory flow-down clauses to ensure compliance with company policies and procedures.
13. Review Small Business Individual Subcontracting Report (ISR) and Summary Subcontracting Report (SSR) submittals to ensure compliance with SBA requirements.
Education
Bachelor's Degree in Accounting, Business Administration, Engineering, Construction Management, or related field is required.
Work Experience
2+ years' contract work experience.
Progressive and well-rounded experience in prime contracts, subcontracts, SBE, compliance, and related functions, in the heavy-civil construction industry.
Working knowledge of construction industry terminology, business practices, contract administration principles, and contract negotiations principals and strategy.
Knowledge, Skills, and Abilities
Proficiency in the use of contract administration principles and practices.
Familiar with contract provisions and issues commonly found in construction contracts, including indemnity, pay if/pay when paid, consequential damages, delay, differing site conditions, etc.
Excellent writing, presentation, and communication skills.
Strong attention to detail.
Strong project/program management and interpersonal skills.
Ability to provide creative solutions to problems.
Ability to negotiate complex contractual agreements, particularly related to federal contracts.
Thorough understanding of Small Business Administration (SBA) contracting requirements, and ability to effectively communicate Granite's positions to these requirements when necessary.
Understanding of legal requirements related to contracts, federal procurement, DBE law, etc.
Proficient in Microsoft Office software programs, specifically Word, Excel, and PowerPoint.
Experience working with SAP or Oracle preferred; experience utilizing the Icertis contract lifecycle management software is a plus.
Skills and ability to work with limited supervision in a highly autonomous environment.
Ability to implement electronic/software solutions to efficiently manage compliance issues.
Strong ability to multi-task and prioritize issues.

Base Salary Range:
$68,842.00 - $103,263.00 Pay may vary based upon relevant experience, skills, location, and education among other factors.
