Works directly with the Assistant General Manager (AGM), Rail Operations to ensure successful execution of organizational objectives. Plans, directs, manages, and oversees all aspects of the Business’s operations, to include strategic planning, project management, data analytics, finance, regulatory compliance, quality assurance/quality control, recruitment/ hiring, etc. Works with Rail Operations management team to assess business needs, developing long and short-range plans, assessing current and future needs and making recommendations on new technology tools and approaches.

Essential Duties & Responsibilities:


  • Recruits staff to include interviewing, hiring, assigning work, training, coaching, and counseling to ensure consistent application of Employee Guidelines, processes, and procedures.  Conducts performance review, and holds employees accountable for performance of their responsibilities.


  • Analyzes business processes, training, organizational structure to identify problems and determine short and long term solutions; recommends and facilitates business process improvements, to align with RTD’s strategic plan.


  • Interprets data, establishes reporting criteria, content and format for status and issue reports/presentations, and makes recommendations based on data analysis.


  • Provides regulatory oversight, participates in, and conducts assessment to provide quality assurance and to ensure internal controls are in place and comply with company policy and state and federal regulations; ensures recommended and corrective actions are reviewed and implemented as needed.


  • Conducts and directs the preparation of analytical studies, special projects, and organizational change efforts; maintains schedules on department commitments.


  • Develops, revises, and reviews standard operating procedures and internal work instructions; ensures compliance to RTD policies and procedures and state and federal regulations.


  • Coordinates investigations into accidents and incidents, conducts after action reviews, and tracks corrective actions through completion.


  • Oversees and participates in the development and administration of the budget.


  • Responsible for ensuring the directives and goals of the AGM, Rail Operations, are carried out at the business level.


  • Performs all other job-related duties as assigned.


Qualifications:


  • Bachelor’s Degree in Business Administration or closely related field.


  • A minimum of ten years of experience working with process improvements, data & financial analysis, reporting, corrective actions, and experience in working with local, state, and federal regulatory agencies.


  • A minimum of five years of professional experience in Rail Operations with knowledge of rail transit operations, principles, practices, policies/procedures and regulations.


  • A minimum of five years of experience in a supervisory/managerial position.



  • Ability to work within multidisciplinary teams and contribute towards creating plans, analyzing trends using numerical and statistical techniques.


    ​Proficiency gathering, organizing, and analyzing potential policy violations and the ability to work with the leadership team to deliver efficient and systematic resolutions and recommendations to the investigations.



  • Proficiency in facilitation and consultation with internal staff to engage their expertise and help them to develop their own solutions.


  • Effective communication skills, oral and written; including the ability to deal with differing levels of professionals and the public including senior staff, board members, public officials, and citizens with tact and diplomacy.


  • Proficient with Microsoft Office Suite.


  • Ability to work with minimal supervision against team priorities and goals.


  • Ability to use sound judgment.


  • Ability to manage time and workload effectively, which includes planning, organizing, and prioritizing with attention to details.

Working Environment and Physical Requirements:

While performing the duties of this job, the employee is frequently required to sit and talk or hear. The employee is occasionally required to stand; walk; use hands to finger, handle, or feel and reach with hands and arms. The employee must occasionally lift and/or move up to 15 pounds. Specific vision abilities required by this job include close vision, distance vision and color vision.

The work environment is a typical office environment with minimal exposure to excessive noise or adverse environmental issues.

Pay Range:

$116,920.00 - $181,226.00 Annual
