East Cambridge Savings Bank’s Lending
Division is actively recruiting for a
Retail Lending Operations Manager
Function:
Under the guidance
of the Executive Vice President/ Chief Lending Officer, plans, directs and
oversees the daily operations of the secondary market process, loan processing,
underwriting, and closing process, and compliance functions for all consumer
and residential loans in accordance with established Bank policies, procedures
and strategic goals.
We are looking for candidates with:
Bachelor's degree or its equivalent in specialized
coursework and training.
Seven years experience in loan operations and three
years management experience.
Strong organizational, planning, and analytical skills.
Able to register as a licensed Mortgage Loan Originator
as required under the S.A.F.E. Act.
Primary Responsibilities:
Oversees the Loan Operations
staff and coordination of workflow between the processing, underwriting and
closing areas of the Lending Division; and manages lending quality control
staff. Develops plan of organization, conducts periodic performance appraisals
and provides training and advice as needed.
Provides assistance to staff in the completion of assignments.
Communicates with sales and
banking center personnel on policy, procedures and customer issues. Resolves customer service issues not resolved
at staff levels. Conducts MLO training as needed.
Recommends product pricing and development. Oversees all investor sales, and the
servicing, packaging, delivery and investor accounting for loans sold on the
secondary market.
Serves as a liaison between
all parties i.e. brokers, borrowers, appraisers, mortgage insurers, etc. and
the Bank during the application process. Manage and respond to pending issues
not resolved at staff level. Prior to
closings, acts as a liaison with attorneys to ensure documentation is accurate
and consistent.
Approves residential/consumer
loans in accordance with the Bank’s Lending Policy. Reviews all loans in the pipeline to ensure
that the approval process is being expedited.
Advises Mortgage Loan Originators on complex underwriting issues.
Keeps abreast of residential
and consumer loan products and the applicable State and Federal regulations and
compliance issues. Complies will all
federal, state and local laws and regulations, policies and procedures.
Responsible for gathering necessary data and completing a variety of regulatory
reports such as HMDA, CRA compliance and the FDIC quarterly report.
Oversees quality control of
files. Ensures that staff obtains correct loan documentation by contacting
banking centers, attorneys, and customers as needed.
Develops and updates
procedural changes and department work methods through writing, revising and
maintaining of procedure manuals, loan documents and forms to ensure compliance
with federal, state and secondary market guidelines. Communicates new or revised Lending policies
and procedures to staff. Keeps abreast of all lending operations in an effort
to maintain efficiency and quality in loan operations.
Creates reports for the Chief
Lending Officer which details residential lending activities. Develops annual budget and addresses monthly
variances as needed.
Performs operational audits to ensure compliance with
established policies and procedures, and for compliance with laws and
regulations in preparation for audits and regulatory exams. Manages the resolution of issues and
questions from regulatory agencies, auditors, and examiners in regards to
residential/consumer loan practices.
Participates in the
development of residential lending marketing programs. Writes proposals to expand current
residential real estate lending business.
Maintains knowledge of industry
and field, recommending and assisting in special assignments/projects, and in
the development of new systems and technology changes. Responsible for product upgrades and
implementation.
Oversees the preparation of
commitment letters or appropriate denial or counter offer documents.
Oversees support with any
data/system updates or conversions.
Makes recommendations for changes or updates to the systems.
Analyzes each applicant’s loan
and deposit relationship with the Bank, reviewing how various Bank products may
address an applicant’s banking needs and ensuring that any appropriate cross
sales opportunities have been pursued.
Complies
fully with all federal, state and local laws and regulations, policies and
procedures, including but not limited to the S.A.F.E. Act and its registration,
renewal and updating requirements; and ensures that the Origination staff does
the same.
Maintains knowledge of the Bank Secrecy Act (BSA),
Anti-Money Laundering (AML), Customer Identification Program (CIP) and Office
of Foreign Assets Control (OFAC) regulatory requirements. Ensures that management and staff members
complete BSA related annual training in a timely manner and that all BSA
procedures are followed when applicable.
Identifies and reports compliance related issues and suspicious
activity.
Other
Job Responsibilities:
Performs related managerial, administrative and special
projects as required or assigned to ensure the ongoing effectiveness of the
lending function.
Manages special projects as may be required or assigned
by the Chief Lending Officer.
Participates in civic activities to promote growth and
development in the community and a positive image for the Bank.
