Ethics Consultant or Senior

Primary Job Purpose



The Ethics Consultant Senior leads (Lead Investigator) investigations and conflict of interest management programs for the Ethics Department with the goal of ensuring compliance with Cambia's Code of Business Conduct and enhancing Cambia's culture of ethics.



General Functions and Outcomes



  • Assists in development, implementation and maintenance of an effective Ethics Program, including educational programming and awareness, investigations, reporting and controls functions, and partnership across a matrixed organization. Primary focus is on responding to reports and inquiries, including conducting investigations, and employee Conflict of Interest Disclosure Statement reviews and approval.


  • Assists in the development and implementation methods of maintaining director, officer and employee awareness of the Ethics Program and the Code of Business Conduct.


  • Trains management (supervisor and above) in their ethical leadership role at Cambia.


  • Assists in the development and implementation of procedures for addressing violations of the Code, Cambia's values, laws, regulations or other standards determined by the Company, including procedures for investigating and resolving allegations and for enforcing any required sanctions.


  • Maintains the confidentiality of information and communications about alleged violations of the Code, to the extent reasonable and practical.


  • Assists in the development of training materials, job aids, and tutorials on the Ethics program to familiarize all directors, officers and employees on the Program and Code.


  • Works with the legal department to ensure effective communications and cooperations between Cambia and regulatory agencies to ensure compliance with voluntary reporting requirements.


  • Maintains company's anonymous resource line and other reporting mechanisms to facilitate inquiries about, or reports of suspected violations of the Code, or the laws, regulations and industry standards that affect Cambia's business.


  • Participates in initiatives to assess Program effectiveness, such as ethics surveys or self-assessment activities.


  • Maintains the confidentiality of information and communications about alleged violations of the Code, to the extent reasonable and practical.


  • Responds to company's anonymous resource line and other reporting mechanisms to facilitate inquiries about, or reports of suspected violations of the Code, Cambia values, or the laws, regulations and industry standards that affect Cambia's business.


  • Lead investigations for Ethics Department. The purpose of ethics investigations is to ensure compliance with the Code of Business Conduct and increase the ethical culture and values at Cambia. This responsibility includes end-to-end management of investigations, including intake communications, researching key business issues, conducting interviews, making recommendations and identifying next steps based on investigation findings, documenting investigation findings and providing updates to Ethics Director and other senior leadership as appropriate. Partner with other departments such as Legal, HR, Privacy, InfoSec and others as needed. Scope of work may also include systems management and improvements for ethics investigations online management system.


  • Lead employee conflicts of interest management program for Cambia. This includes reviewing conflict of interest disclosure forms, analyzing disclosed content, conducting research, scheduling meetings with employees and their managers, and implementing and maintaining conflicts management plans as needed. Partner with other departments such as Legal, HR, Sourcing, and others as needed. This may also include systems management and improvements for conflicts of interest online management system.


  • In addition to these primary functions, this role may also assist with preparing customized trainings on ethics, as well as training management (supervisors and above) on their ethics leadership responsibilities. This may include the development of training materials and discussion resources on the Ethics program.


  • Plans, coordinates and conducts audits and investigations of suspected ethical issues in coordination with other Cambia departments as deemed appropriate.


  • Provides investigative support to other Cambia assurance groups such as internal audit, external/internal fraud, legal and human resources.





Minimum Requirements

  • Understanding of assurance program controls for businesses and experience ensuring adherence to controls, including documentation, policy creation, and risk analysis.


  • Develop trust and rapport and influence partners and business leaders. Tailor messages to diverse audiences.


  • Remain respectful and diplomatic in the face of difficult and uncomfortable situations surrounding investigations and conflicts, and handle appropriately sensitive, highly confidential information.


  • Identify problems, develop solutions, and implement courses of action with support from manager.


  • Proficiency with Microsoft Office software programs and database query tools.


  • Travel approximately once a month, generally within pacific northwest, some further destinations more infrequently.


  • Experience conducting investigations in complex situations which require strong analytical and decision-making skills and creative approaches to resolutions.


  • Experience building and/or managing controls systems, such as a conflict of interest management program.


  • Deep understanding of risk analysis and data coupled with the ability to apply this knowledge to improve processes and address systemic challenges.


  • Demonstrated ability to communicate ethical and technical information effectively with all levels of employees.


  • Ability to identify problems, develop solutions, and implement courses of action with minimal supervision.





Normally to be proficient in the competencies listed above



The Ethics Consultant Senior would have a bachelor's degree in business administration, human resources, public policy or healthcare administration and 8+ years of job-related experience with health policy, human resources, ethics, compliance or similar activities and experience developing and leading large-scale projects and initiatives. Formal training in investigations preferred. Six Sigma and Lean process experience also a plus.



Work Environment



  • No unusual working conditions

  • May be required to work outside normal working hours

  • Work is primarily performed in an office environment.

  • Some travel (about 20%) required, generally short duration in Pacific Northwest



The expected hiring range for a Ethics Consultant is $80,500.00 - $109,500.00 depending on skills, experience, education, and training; relevant licensure / certifications; performance history; and work location. The bonus target for this position is 10%. The current full salary range for this role is $76,000.00 to $123,500.00.


The expected hiring range for a Ethics Consultant - Senior is $97,000.00 - $132,000.00 depending on skills, experience, education, and training; relevant licensure / certifications; performance history; and work location. The bonus target for this position is 15%. The current full salary range for this role is $91,500.00 to $149,000.00.
