SUMMARY



Bering Straits Native Corporation is currently seeking a qualified Estimating Manager for our corporate office. This position which supports and manages a Business Development Estimating Team in generating complex financial spreadsheets for cost proposals in response to government RFPs and discussions with customers. This is an advanced supervisory position within Business Development that is responsible for responsive cost volume proposals in response to government solicitations. Individual must possess the ability to review and extract requirements from formal solicitation documents; highly proficient with MS Excel sufficient to accurately review and provide guidance to staff on the refinement of complex formulas and linkages on cost spreadsheets. Individual will also be responsible for ensuring cost proposal support is consistently achieved. Must coordinate effectively with proposal development team and other departments for proposal-related matters and participate in government directed audits. This position is a direct report to the Estimating Director and is responsible for the daily supervision of an estimating team.

Responsibilities




ESSENTIAL DUTIES & RESPONSIBILITIES


  • Review Government Requests for Proposals (RFP) to determine specific cost requirements ensuring proposals are prepared timely and in accordance with FAR, DFAR, CAS and Corporate Disclosure Statements.
  • Ability to develop, refine and format advanced "IF", and "Index" statements in MS Excel, and update or refine cost templates for use by BSNC personnel.
  • Participate in strategy meetings and provide input on cost related matters as required, including cost strategy for initial proposal and subsequent revisions.
  • Perform cost proposal reviews, evaluating formula integrity and responsiveness to Government RFP, make recommendations on methods, procedures, and techniques for refinement of proposal. Ability to provide accurate thorough review is imperative.
  • Compile and review data to support proposed cost elements sufficient for audit by government agencies. Participate in and presents responses to audit questions.
  • Proficient with the Service Contract Act, Federal Acquisition Regulations, and other government-related applicable standards and regulations for accurate application.
  • Supervise estimating team providing daily guidance, support and training to ensure productivity and proficiency goals are achieved.
  • Perform other duties as assigned.

Required (Minimum) Qualifications


  • Government services proposal development experience, minimum 5 years.
  • Associates's degree or demonstrated progress towards a degree in Business Administration, Construction Management, Accounting or related field also desired.
  • Must have advanced proficiency in MS Excel, or similar estimating database is mandatory.
  • Must be detail and task oriented, self-motivated with the inherent ability to multitask, work under pressure, meet deadlines and work as team member.
  • Leadership style that fosters a team atmosphere and mentorship
  • Possesses outstanding interpersonal skills as well as excellent oral and written communication skills.




Knowledge, Skills, Abilities, and Other Characteristics


  • Proven ability to train and supervise subordinate personnel with diverse experience.
  • Prior advanced cost proposal and work breakdown development experience is required.
  • Experience with various contract types including FFP, Cost Plus, and Incentive fee. Performance Based Contracts knowledge is strongly desired.
  • Expert proficiency in Microsoft Excel and proficient with Work Breakdown structures, including the ability to revise or manipulate parametric calculations.
  • Ability to write, review and or edit cost narratives as required.
  • Solid knowledge of Service Contract Act, Federal Acquisition Regulations, and other Government-related applicable standards and regulations.
  • Must be task oriented, self motivated with the inherent ability to multitask, work under pressure, meet deadlines and work as team member as well as a team lead.


Preferred


  • 7 years experience with cost estimate development, payroll, job costing or related field preferred.
  • Comprehensive knowledge of subcontractor/vendor relations and processes.
  • Bachelor's degree or demonstrated progress towards a degree in Business Administration, Construction Management, Accounting or related field also desired.

WORK ENVIRONMENT



Work Environment characteristics described here are representative of those that must be borne by an employee to successfully perform the essential functions of this job.


Job is performed in an office setting with exposure to computer screens and requires extensive use of a computer, keyboard, mouse, and multi-line telephone system. The work described herein is primarily a modern office setting. Occasional travel may be required.

ADDITIONAL QUALIFYING FACTORS
