SUMMARY
Arcticom, a subsidiary of Bering Straits Native Corporation is currently seeking a qualified Science and Technology Manager for the Consequence Management Support Center in Lexington, KY. This position will implement and direct management of our technical equipment portfolio to ensure that the National Guard CBRN Response Enterprise (CRE) are effective and efficient in delivering mission critical capability while maintaining the readiness and security posture of the program. This position will work closely with other external DoD organizations to effectively administer the Life-cycle Support Plan and other life-cycle activities. The ability to work closely with Logistics Leadership to develop supply chain requirements and manage scheduling to provide life-cycle sustainment is critical to the success of this position.
Responsibilities
ESSENTIAL DUTIES & RESPONSIBILITIES
The Essential Duties and Responsibilities are intended to present a descriptive list of the range of duties performed for this position and are not intended to reflect all duties performed within the job. Other duties may be assigned.
Develop a Science and Technology Group at the CoMSupCen to review and make recommendations on quality assurance management, material fault and readiness management, and process improvements.
Liaison with the NGB J34 and the JPEO to administer and in the execution of Force Modernization and Engineering Change Proposals (ECP) for the Analytical Laboratory and technology portfolio.
Track, trend, and remedy engineering faults with analytical equipment and mobile laboratory operations both internally and externally within the support domain.
Ensure training and equipment processes are aligned with the NGB CSTs, HRFs, CERFPs analytical processes and quality procedures.
Responsible for developing project teams and contributing to new and existing client projects as required.
Design new/enhanced processes, programs, tools, and initiatives contributing to the NG's goals and objectives.
Qualifications
QUALIFICATIONS - EXPERIENCE, EDUCATION AND CERTIFICATION

Required (Minimum Necessary) Qualifications (applies to both this section and KSAO's)
Bachelor of Science Degree in Biology or other health related discipline.
Strong leadership and motivational skills, technical/business orientation and analytical skills.
Experience working with the NGB-CST ISO 17025 laboratory diagnostics program.
Knowledge of the National Guard Civil Support Team (CST) mission.
Knowledge of basic chemical, biological, and radiological threats to public health.
Knowledge, Skills, Abilities, and Other Characteristics
Knowledge of the operation and function of scientific analytical equipment, specifically:
Gas Chromatography Mass Spectroscopy (GCMS) equipment
Fourier Transfer Infrared Spectroscopy (FTIR) equipment
Polymerase Chain Reaction (PCR) equipment
Ability to apply critical thinking to projects and initiatives intended to improve the CST response posture.
Ability to communicate to personnel at all levels of civilian and military leadership.
Ability to interpret Technical Manuals, NGB Doctrine, and CST Operating Guidelines.
Preferred
Master of Science Degree in a public health related discipline.
Previous Senior Military leadership.
Advanced knowledge of scientific analytical equipment.
In-depth knowledge of National Guard Bureau CST Policy and Doctrine.
Experience leading technical projects, overseeing the initiation, planning, and executing phases of the project life cycle to fill capability gaps.

WORK ENVIRONMENT

Job is performed in an office setting with exposure to computer screens and requires extensive use of a computer, keyboard, mouse, and multi-line telephone system. The work described herein is primarily a modern office setting. Occasional travel may be required.
SUPERVISORY RESPONSIBILITIES
No supervisory responsibilities.
ADDITIONAL QUALIFYING FACTORS
As a condition of employment, you will be required to pass a pre-employment drug screening and have acceptable background check results.
DOD SECRET clearance required, and you must be able to obtain access to military installations.
