Team (Project) Introduction
9th Way Insignia is looking for an experienced IT Operations Systems Manager, Subject Matter Expert (SME) to support the IAFNOS-2 Contract.
The scope of the IAFNOS-2 effort is to provide support services to operate and assure the availability of the Air Force Information Network (AFIN) to enable war-fighter mission execution. The AFIN comprises multiple networks and is evolving. It currently includes the Joint Worldwide Intelligence Communication Systems (JWICS) network, the AF Network (AFNET) and its underlying Non-Secure Internet Protocol Router Network (NIPRNet) as well as the evolving AF Network-Secure (AFNET-S) and its underlying Air Force's and Secure Internet Protocol Router Network (SIPRNet). Increasingly, AFIN operations is starting to work in coordination with commercially-provided networks as well

The IT Operations Systems Manager, SME is a Level 4B Manager at 9th Way Insignia. A Manager at 9th Way Insignia accomplishes department objectives by managing staff and processes and evaluating department activities. A Manager is responsible for planning, directing, and overseeing the operations and fiscal health of a unit, division, or department. Managers require skills and qualifications such as exceptional leadership, communication, and interpersonal skills.
Functional Job (LCAT) Information:
The IT Operations Systems Manager, SME acts as a primary stakeholder in the underlying information technology (IT) operational processes and functions that support the service, providing direction and monitoring all significant activities so the service is delivered successfully while managing the overall service provided to a customer end-to-end. This position is responsible for ensuring that appropriate Service-Level Agreements (SLAs) and underpinning contracts have been defined that clearly set out for the customer a description of the service and the measures for monitoring the service. The Manager gathers feedback on customer satisfaction and internal service performance to foster continual improvement while managing the internal relationship with information technology (IT) process owners supporting the service, assisting with the definition and agreement of Operating Level Agreements (OLAs). The Manager reviews service performance reports identifying any significant issues and variances, initiating, where necessary, corrective actions and ensuring that all outstanding issues are followed up and works with other service managers and product owners to balance and prioritize services to meet overall customer requirements, constraints, and objectives. The Manager participates in the acquisition process as necessary and conduct import/export reviews for acquiring systems and software. The Manager also develops supply chain, system, network, performance, and cybersecurity requirements and ensures that supply chain, system, network, performance, and cybersecurity requirements are included in contract language and delivered. The Manager identifies and addresses cyber workforce planning and management issues (e.g., recruitment, retention, and training) and leads and oversees budget, staffing, and contracting. The Manager may also act as the designated Site/Deputy Program Manager and has the authority to make program level decisions on behalf of the Program Manager.
Responsibilities:
Review service performance reports identifying any significant issues and variances, initiating, where necessary, corrective actions and ensuring that all outstanding issues are followed up.
Work with other service managers and product owners to balance and prioritize services to meet overall customer requirements, constraints, and objectives.
Participate in the acquisition process as necessary. Conduct import/export reviews for acquiring systems and software.
Develop supply chain, system, network, performance, and cybersecurity requirements. Ensure that supply chain, system, network, performance, and cybersecurity requirements are included in contract language and delivered.
Identify and address cyber workforce planning and management issues (e.g., recruitment, retention, and training).
Lead and oversee budget, staffing, and contracting. Draft and publish supply chain security and risk management documents.

Requirements:
10 years applicable experience (Master's degree in technical field may be substituted for 6 years of experience)
Excellent technical, analytical and problem-solving skills
Strong communication and interpersonal skills
Organized and detailed documentation skills
A work ethic with a focus on quality, results and customer satisfaction
Must be authorized to work for any employer in the U.S
Must be able to attain and maintain the required DoD clearance
Preferred/Desired:
Familiarity with Air Force Network Operations
Active Security Clearance
Salary Range:
The salary range for this position is $94,049.80 - $148,770.00

Location:
This position is onsite at the Customer Site.
