Information Systems Manager

We are seeking an Information Systems Manager who defines the structure of solutions and strategies to address complex Facilities & Real Estate business and technology requirements. The Manager acutely understands the broader business or technology objectives and using abstraction, generalization, integration, technical, and organizational experience, designs solutions to meet organizational objectives. Solutions are designed and IT strategies are developed through collaboration with JH@IT Leadership and JHFRE Senior Leadership and exhibited as business, enterprise, or IT architectures and can include systems, applications, and process components. The Manager is expected to design solutions to address the most complex technical challenges in the Johns Hopkins Facilities and Real Estate environment. The IT Manager is accountable for realizing the potential of information systems within Johns Hopkins University and Medicine for the benefit of Facilities and Real Estate.


The IT Manager works with JHFRE leadership to create and implement a strategic 5-year, forward looking Information Technology Roadmap consistent with JH@IT Enterprise information systems strategy, architecture, standards and business principles, looking for opportunity to create value for JHFRE. The IT Manager provides leadership, systems expertise and analytical support for software applications used to drive departmental operations in project management, service delivery, and maintenance of the university's space database. This process typically spans discovery through implementation and the IT Manager serves as the primary interface between JHFRE and software vendors. Post implementation, the IT Manager monitors system performance, recommends and manages application enhancements and upgrades, analyzes work flow, and confers with users to ensure system functionality and reliability are maintained.


The IT Manager leads a team of information technology staff members who operate and maintain the software programs that provide the framework through which all major projects are managed and all services are delivered. The Manager will lead strategic planning and tactical execution of IT applications used to support JHFRE Initiatives at Johns Hopkins University and Medicine. Applications include, but are not limited to: PMWeb construction project management system, Archibus interior space allocation system, Maximo computerized maintenance management system, Building Information Modeling system (BIM), ESRI ArcGIS Geographic Information Systems (GIS) and OnBase enterprise document management system. Manager works closely with IT @JH for engineering, cloud and technology solutions to support the mission of JHFRE.


Additional responsibilities include the creation, development and management of the Johns Hopkins University and Medicine Campus Map System, which catalogs all university owned, operated and leased properties. Integration of enterprise software applications, using the GIS Campus Map to show critical data from multiple systems including interior space management, CMMS, BIM, EDMS and PMWeb. Create, develop and manage and enterprise document management system for JHFRE using OnBase software solution, which is supported centrally but IT@JH. Provide technology leadership and support to the Plant Operations Customer Service Center. The Customer Service Center staff utilize the CMMS to coordinate and track service requests, to resolve service related issues for the Homewood customer base. This group also coordinates Plant Operations' role in non-routine prescheduled events, (i.e. utility outages, campus events, and specials events).



Specific Duties & Responsibilities



  • Develop and maintain JHFRE's IT strategic plan as a 5-year Information Technology Roadmap. Plans future technology and information systems needs for JHFRE, ensuring alignment between JHFRE'S mission and the IT strategic direction of Johns Hopkins University and Medicine.

  • Works with JHFRE leadership to define the strategic IT direction consistent with Enterprise IT strategy, architecture, standards and business-IT principles. Looks for opportunity to create value for JHFRE.

  • Provides technical leadership, project management, task execution, maintenance, performance tuning, implementation, security and support of various departmental platforms, including the integration of new products and/or software release upgrades into the current environment.

  • Communicates and informs JHFRE leadership on the progress of IT projects highlighting risks, issues, and critical decisions so they can be appropriately escalated in a timely manner.

  • Engages relevant JHFRE staff and consultants required to engineer and deploy required IT solutions and prepares cost estimates for implementation. Maintains computing environment by identifying system requirements, managing upgrades, and monitoring system performance.

  • Establishes system specifications by conferring with users and analyzing workflow, access, information, and security requirements.

  • Creates and Leverages IT services that are shared across domains (Central IT, data center, middleware, help desk, etc.) Works with JHU SAP support team to develop integration protocol for facilities software.

  • Maintains organization's effectiveness and efficiency by defining, delivering, and supporting strategic plans for implementing information technologies.

  • Develops solutions by formulating objectives, planning project life-cycle deliverables and resource availability, and leading the exploration, evaluation, and design of technical solutions.

  • Conceives information technology strategies, policies, and procedures by evaluating organization outcomes; identifying problems; evaluating trends; anticipating requirements.

  • Maintains the integrity of multiple virtual servers, system software security and user access.

  • Trains users on the proper use of application software including consultants and vendors; oversees preparation of both general and user specific documentation on system and application use.

  • Develops request for proposals (RFP) and cost projections for software purchases, upgrades, and modifications.

  • Establishes project scope by studying strategic business drivers; researching and validating business and technical requirements and parameters; obtaining input from subject-matter experts; examining and recommending changes to current business practices; developing and writing proposals.

  • Maintains historical records by documenting system changes and revisions.

  • Manages PMWeb project close out document transfer to document management system; coordinates required naming and document types with Project Managers.

  • Coordinates with facilities information system vendors for custom reporting requirements, upgrades, testing and new version implementation

  • Supervises Sr. Systems Administrator and the Computerized Maintenance Management Software (CMMS) to record and coordinate requests for maintenance services, for technical support, and report development.

  • Supervises Sr. GIS Analyst and 2 GIS Interns; overseeing the accurate auditing, recording, tracking, and reporting of all exterior space allocations.

  • Supervises the Enterprise Document Management System/Geographic Information System (EDMS/GIS) Analyst; overseeing the accurate auditing, recording, tracking, and reporting of all JHFRE documents and drawings being stored in the OnBase system.

  • Supervises the Space System Administrator and the Archibus space management system; overseeing the accurate auditing, recording, tracking, and reporting of all interior space allocations for budgeting, space charges, and cost recovery on sponsored research grants and contracts.

  • Assists with development of custom applications and reporting for energy management and electric metering systems.

  • Oversees billing and reconciliation process for non-routine services provided by the Homewood Maintenance Shops; uses CMMS and SAP to perform these functions.

  • Hires, motivates, and administers disciplinary action (if necessary) to direct reports.

  • Prepares and performs performance evaluations for direct reports.

  • Coordinates with IT@JH regarding JHFRE's virtual server architecture, database infrastructure, data backup, disaster recovery requirements and updates. Monitors virtual server status and availability.

  • Manages JHFRE IT hardware and software purchases.

  • Manages JHFRE specific software and systems including ESRI ArcGIS, Archibus, AutoCAD, PMWeb, Maximo, and OnBase enterprise document management and drawing archive.





Key IT Competency Requirements


  • Ability to build successful teams and develop new enterprise-wide solutions for Johns Hopkins University. This was exhibited when the Plant Operations Call center was moved and merged into a Customer Service Center and again, when the Geographic Information System and enterprise document management system were created and launched with new staff hired to support those initiatives.

  • Understands the economic model of the business and demonstrates fiscal responsibility and accountability when planning for and managing to a financial plan/budget.

  • Understands how other functions, IT systems and processes work together to create business value for JHFRE initiatives.

Scope of Responsibility


  • The IT Manager has full responsibility for management and oversight of the primary software programs used by JHFRE.

  • The breadth of this responsibility covers product research and procurement, software administration, access control, and training.

  • Additionally, this position is vital to JHFRE's ability to provide high quality services as it supports facilities management related communications with the Campus customer base through the Plant Operations Customer Center by designing and implementing a best-in-class web-based Service Request application for Johns Hopkins University and Medicine.

  • These Service Request communications are used to coordinate work with the Homewood maintenance shops and, perhaps more importantly, to help shape Faculty, Staff, and Students' perception of the department.





Decision Making


  • The IT Manager performs duties and responsibilities with limited supervision, typically establishing work priorities independently.

  • Makes supervisory decisions regarding staff independently and operational decisions both independently and in concert with JHFRE senior leadership.





Authority


  • The IT Manager currently supervises a staff of 6 and carries full authority to hire, motivate and discipline when necessary.

  • The IT Manager will perform staff appraisals and make annual merit increase recommendations.





Financial Oversight


  • The IT Manager creates an annual budget comprised of funds contributed by sub departments within Facilities & Real Estate for all projects and operating costs for technology support.

  • The IT Manager will collaborate with senior leadership in Facilities & Real Estate to determine the priority and budget requirements to execute projects successfully.





Communication


  • The IT Manager must possess excellent oral and written communication skills and the ability to focus on problem resolution and crisis management.

  • Additionally, the IT Manager must be a strong consensus builder.

  • Engineers and Architects, contractors, product representatives, vendors and suppliers.

  • Contacts are related to product research, technical support, and facilitating the flow of service information.

Minimum Qualifications



  • Bachelor's Degree in Information Systems or related field.

  • Five years' experience in information technology.

  • Proficiency with Microsoft Windows Server and PC operating systems.






Preferred Qualifications



  • Master's Degree in Information Systems or related field.


  • Three year's experience in a management/supervisory role.

  • Ten plus years experience in information technology management including computer operations, application support, and software analysis.

  • Experience supporting enterprise-wide technology and projects.






Physical Requirements



  • Must be able to remain in a stationary position for extended periods of time.

  • Ability to operate a computer and other equipment on a frequent basis.

  • Ability to frequently communicate with coworkers.

  • Ability to move about.
