Position Overview



Senior Economics Manager, Offshore Development will support the development of major capital offshore wind projects tied with other renewables (like solar generation, battery storage), electric transmission, and other developments that support the emerging low carbon economy transition in North America and worldwide.



Responsibilities



  • Perform baseline analyses to determine minimum expectations, identify projected or desired areas of growth in the broader offshore supply-chain tied to regional economic growth. This may require research into socioeconomic conditions (demographics, economy, employment, fiscal conditions) and the characteristics of environmental justice communities potentially affected areas.


  • Determine inputs to production model (e.g. modified IMPLAN) to build a baseline model of economic benefits to identify areas for improvement and test prospective investment strategies.


  • Identify and analyze other potential sources of Economic Benefit Dollars in line with Invenergy and bid priorities - e.g., long-term capital investments or reinvestments in offshore wind supply chain, infrastructure, workforce development, R&D, decarbonization, grid reliability/resiliency benefits, Category 3 programmatic, "input activities", alternative energy storage and energy transition projects.


  • Perform analyses by Economic Benefit Category and Expected Investment Dollars while focusing on the bid evaluation criteria.


  • Identify and document appropriate sources of information/data including bid documents and policy documents, previous contracts and agreements, regional OSW supply chain, government data, other proprietary resources to support the above.


  • Support creation of workflows and processes for post-award tracking and verification of benefits claims while preserving the project's objectives.


  • Monitor regulatory and administrative changes related to socioeconomics and environmental justice impact assessment to apprise the development team of any impacts to the contracts.





Required Skills



  • Solid grasp of the key impact assessment and management issues applicable to major capital projects, particularly in the renewable energy sector, as well as a high degree of technical competence and broad knowledge of impact assessment best practices.


  • Understanding of Regional Offshore Wind Supply Chain Industries, (manufacturing, construction), Iron and Steel (Buy American), Regional Supplier Opportunities (support services, businesses providing goods and services to the supply chain).


  • Familiarity with the major state and federal agency regulations and guidelines regarding socioeconomics and environmental justice considerations e.g., MWBE (Minority and Women owned Business Enterprise), SDV and "Just Transition" for priority populations/Disadvantaged Communities (DAC).


  • Strong technical writing and analytical skills, to identify and clearly communicate strengths and weaknesses of alternatives, conclusions, or approaches.


  • Understanding of other decarbonization/ grid reliability/resiliency efforts - e.g., electrification in economic sectors such as transportation and industry; repurposing fossil infrastructure; alternative energy storage; green hydrogen; green building; process designs and construction/installation practices that mitigate or eliminate emissions.


  • A bachelor's degree is required, preferably in economics, public policy, political science, environmental engineering, or a related field.


  • A minimum of 7 years' experience in economic analysis within the fields of regional planning, infrastructure, environment/energy, or related field.


  • Excellent communication and strong critical thinking skills with the ability to identify and solve problems in fast-paced environment.


  • Excellent MS Office software skills especially Excel, and PowerPoint.





Salary Range



$140,000 - $190,000
