ABOUT THE POSITION

Supervising Behavioral Health Specialist

Alcohol & other Drug Certification (AOD) Required

The Riverside University Health System - Behavioral Health Department is recruiting a Supervising Behavioral Health Specialist forthe Substance Abuse Prevention & Treatment Program in Riverside.
The duties and responsibilities of this position include scheduling, supervision and evaluation of a multi-disciplinary staff and support personnel engaged in providing a variety of substance abuse services to individuals, groups and to the community.

What we are looking for in candidates


  • Understanding of the elements of DMC-ODS 1115-D Waiver and its impact on the provision of substance use services in California.

  • Understanding of the elements of CalAIM initiative and changes it brought to the provision of behavioral health services in California

  • Familiarity with the use of the ASAM criteria for determining appropriate placement of clients for substance use treatment.

  • Familiarity with the local, state, and federal regulations governing provision of substance use services in California (HIPAA, 42 CFR Part 2, Title 22, Title 9, Intergovernmental Agreement, Perinatal Guidelines, Adolescent Treatment Guidelines, STC).

  • Ability to provide trainings on varied topics related to the provision of substance use treatment

  • Assist in creation and update of procedural workflows

  • Ability to use all Microsoft Office products: Word, Excel, Power Point, Outlook at a minimum. Ability to use Access, Publisher, and Visio a plus.

  • Write clear and concise policies and procedures for inclusion in program Policies and Practices Manual

  • Assist in writing grant proposals

  • Work with Quality Improvement department in creating Corrective Action Plans (CAPS) for addressing deficiencies found during internal audits

  • Ability to handle various levels of personnel issues

  • Complete employee annual performance evaluations

  • Ability to work effectively with widely diverse populations.

  • Ability to oversee multidisciplinary team providing services to individuals, groups, and the community

  • Ability to apply problem-solving and critical thinking skills to plan, organize, implement, analyze, evaluate, and monitor effectiveness of service provision within an outpatient setting

The schedule for this position is 9/80 w/ every other Friday off (non-payday Fridays off); M-F 7:30am-5:00pm or 8:00am - 5:30pm (flexible)

Candidates are required to be certified at date of application as an Alcohol and Other Drug (AOD) Counselor and to have a valid Alcohol and Other Drug (AOD) certification in accordance with the certification requirements as pursuant to Sections 11755, 11864, 11876 (a),and 11834.50 of the California Health and Safety Code and Sections 9846, 10125and 10564 of the California Code of Regulations through either the California Consortium of Addictions Programs and Professionals (CCAPP) or the California Association of DUI Treatment Programs or Addiction Counselor Certification Board of California (ACCBC).

EXAMPLES OF ESSENTIAL DUTIES
• Responsible for assisting in developing and maintaining the provider level budget and program's productivity, including expenditures and revenues on a monthly basis, and providing input/recommendations for annual budget reviews/updates in conjunction with management.

• Ensures that all legal requirements of unit and/or contract service providers are met. Maintains, monitors, and compiles qualitative and quantitative reports based on the data requirements submitted by the staff and service providers.

• Coordinates, assigns, supervises, and evaluates the treatment/recovery, counseling, referral, and prevention services provided by staff. Evaluates performance of staff and implements appropriate response.

• Develops, reviews, implements, and revises policies and procedures used by the staff, and makes modifications as necessary.

• Audits and monitors case files to ensure quality of services provided by staff to clients. Implements, monitors and makes recommendations regarding changes to the quality assurance procedures for units and service providers under contract.

• Coordinates the screening/referrals of applicants for entry into treatment, recovery, and drinking driver programs.

• Assesses, researches and analyzes program needs and prepares recommendations concerning a program area.

• Evaluates and counsels clients with more difficult cases. Responds to clients and their families during intervention crisis periods.

• Maintains and monitors the effectiveness of office systems needed in the programs day-to-day operations.

• Reads and disseminates information provided by the Department to staff on current Federal, State, and local laws regulations, policies and procedures governing program operations and service delivery.

• Develops and maintains collaborative efforts with Community organizations and agencies as well as other County agencies and the legal community.

• Develops and implements new and innovative programs designed to meet identified needs.

• Represents the County on committees and taskforces at the local and State level.

MINIMUM QUALIFICATIONS
Education: Graduation from a recognized college with a Bachelor's degree, preferably with a major in Psychology, Sociology or a related behavioral science. (Additional qualifying experience may be substituted for the required education on a year-for-year basis up to a maximum of two years.)

AND

Experience: four years of experience providing individual and group counseling to individuals in a treatment and recovery program/facility having medical professionals on staff in a supervisory or consulting capacity. It must have included responsibility for assessing; evaluating; designing treatment plans, and making referrals, either individually or as part of a team.

License/Certificate: Alcohol and Other Drug (AOD) Counselor Certification is required as pursuant to Sections 11755, 11864, 11876(a), and 11834.50 of the California Health and Safety Code and Sections 9846, 10125 and 10564 of the California Code of Regulations.

Knowledge of: Basic principles and practices involved in improving behavioral health; laws, rules, and regulations governing a public substance abuse agency; counseling techniques applicable to substance abuse; social, cultural, psychological and economic factors relating to substance abuse; principles and methods of effective supervision and training; public and private treatment and recovery resources; budget preparation and monitoring; word processing, management information systems, client tracking systems.

Ability to: Supervise, assign, prioritize, and evaluate the work of others; evaluate, design/develop and implement policies and procedures; read, interpret and teach Federal, State and local laws, regulations, policies and procedures governing program operations and service delivery; establish and maintain cooperative and effective working relationships; communicate effectively in verbal and written form.

Condition of Employment:

In accordance with the California Department of Public Health Order dated August 5, 2021, and amended December 22, 2021, health care facility workers who work in indoor settings where care is provided to patients or where patients have access for any purpose must be vaccinated against COVID-19 as follows: first dose of a one-dose regimen or second dose of a two-dose regimen, by September 30, 2021. Effective March 1, 2022, all healthcare facility workers must have their booster, obtain the booster within 15 days of becoming eligible for one, or a declination form on file for the booster. Consideration may be given to candidates who are in the process of completing their vaccination regimen.

The Order allows for workers to be exempt from the vaccination requirements by providing the facility with a declination form signed by the individual stating either of the following: (1) the worker is declining vaccination based on Religious Beliefs; or (2) the worker is excused from receiving any COVID-19 vaccine due to Qualifying Medical Reasons. Workers who are exempted from the vaccination requirements must observe all other infection control requirements required by their work site.

A requirement of employment is to provide proof of COVID-19 vaccination, or a completed COVID-19 Vaccination Declination form (filled out by the candidate and their medical provider as appropriate), during the pre-employment process. Failure to submit the required documentation may render a candidate ineligible to move forward in the process.

MISCELLANEOUS RETIREMENT: County of Riverside has three retirement Tiers through the California Public Employees' Retirement System (CalPERS).



  • Tier I (Classic Member - Formula 3% @ 60): Applicable to current and former County of Riverside local miscellaneous employees hired prior to 08/24/2012 and did not withdraw CalPERS contributions. The employee contribution is eight (8%) percent.


  • Tier II (Classic Member - Formula 2% @ 60): Applicable to local miscellaneous employees 1) hired after 08/23/2012 through 12/31/2012; 2) Previously employed with another CalPERS contracting public agency or a reciprocal retirement system, with a break in service of less than six months between the separation date with the previous employer and the appointment date with the County of Riverside. The employee contribution is seven (7%) percent.


  • Tier III (PEPRA New Member - Formula 2% @ 62): Applicable to CalPERS local miscellaneous new members hired on or after the implementation of the Public Employees' Pension Reform Act of 2013 (PEPRA) which took effect January 1, 2013. As of July 1, 2020, the employee contribution is 7.25% and subject to change annually.


A new member is defined as any of the following:
  • A new hire who enters CalPERS membership for the first time on or after January 1, 2013, and who has no prior membership in any California Public Retirement System.
  • A new hire who enters CalPERS membership for the first time on or after January 1, 2013, and who was a member with another California Public Retirement System prior to that date, but who is not subject to reciprocity upon joining CalPERS.
  • A member who first established CalPERS membership prior to January 1, 2013, and who is rehired by a different CalPERS agency after a break in service of greater than six (6) months.

  • CalPERS refers to all members that do not fit within the definition of a new member as "classic members".

    Contribution rates are subject to change based on the County of Riverside annual actuarial valuation.

    DEFERRED COMPENSATION: Voluntary employee contribution with a choice between two 457 deferred compensation plan options.

    VACATION ACCRUAL (Bi-Weekly Accrual):
    0< 3 year = 80 Hours (10 Days)
    4< 9 years = 120 Hours (15 Days)
    10 or more years = 160 Hours (20 Days)

    Maximum Vacation leave accumulation is 480 hours.

    SICK LEAVE: Four (4) hours Sick Leave accrual per pay period with unlimited accrual.
    HOLIDAYS: Normally 12 paid holidays per year.

    BEREAVEMENT LEAVE: Allowed 5 days (3 days are County paid; 2 additional days can be taken from accrued Sick Leave balance).

    BASIC LIFE INSURANCE: Equal to one times annual base salary not to exceed $50,000 of term life coverage. Premiums are paid by the County. Additional Supplemental Life plan is available for employee purchase.

    DISABILITY - LONG-TERM DISABILITY (LTD): Benefit pays 66.67% of earnings to a maximum of $10,000 per month; 30-day waiting period; pays to age 65. Benefit can be coordinated with other available leave balances to provide up to 100% of pay.

    POST RETIREMENT MEDICAL CONTRIBUTION: A monthly contribution is made by the County towards retiree health insurance offered through the County as governed by the applicable SEIU Memorandum of Understanding.
