Project Summary:

MSI implements USAID's Middle East & North Africa Monitoring, Evaluation and Learning Services (MENA MELS) Activity, which supports the design and implementation of monitoring activities, rigorous research, assessments, studies, evaluations and learning activities for USAID's Middle East Bureau and its operating units (OU) in 10 countries in the Middle East and North Africa, including USAID/Yemen. The Yemen mission has requested MENA MELS' support to update or refresh the January 2020 USAID/Yemen Gender Analysis conducted under the USAID Advancing the Agenda of Gender Equality (ADVANTAGE) Indefinite Quantity, Indefinite Delivery Contract - Gender Integration Technical Assistance Task Order. This gender analysis update will be a macro-level analysis carried out through a desk review of relevant secondary data and information and a limited number of key informant interviews primarily with USAID/Yemen staff. The gender analysis update and report will be informed by the requirements of USAID ADS Chapter 205 for gender analyses and structured around selected technical areas referenced in USAID's updated, but not yet published, 2022 Gender Equality and Women's Empowerment Policy. The period of performance for the gender analysis desk study is on/about February 20 March 31, 2023.

Position Summary:

The Senior Researcher and Gender Specialist will conduct a desk study review of relevant and available secondary data and information sources, including USAID/Yemen portfolio documents, to produce an updated gender evaluation of Yemen that will be used by USAID/Yemen to inform the design of new activities. The desk research will update relevant descriptive statistics on the status of women and examine differences and gaps between women and men taking into account Yemen's cultural, religious, tribal, institutional, economic and security context. The research will be guided by the proposed framework for conducting gender analyses in USAID ADS Chapter 205 and the updated, but not yet published, 2022 Gender Equality and Women's Empowerment Policy and will be supplemented by a limited number of key informant interviews with USAID/Yemen staff.

Responsibilities:


  • Finalize and document the research approach/methodology and findings report structure for the gender evaluation update.
  • Consult with MSI and USAID/Yemen staff throughout the activity.
  • Conduct a comprehensive desk study of relevant and available secondary data and information to update the 2020 USAID Yemen gender analysis.
  • Supplement the desk research with a limited number of virtual semi structure interviews primarily with USAID Mission staff as needed.
  • Produce a report of findings in English based on the report structure approved by USAID/Yemen.

Qualifications:


  • Master's degree in social sciences with course work or study related to gender, social inclusion, inclusive political and economic participation, or related subjects required.
  • Minimum 10 years of experience in designing and/or conducting analyses of political, economic, social developments in the MENA region, including Yemen, focused on gender, rights, empowerment of women or other marginalized groups, social inclusion, or related topics required.
  • Experience conducting USAID Mission gender analyses and writing or contributing to gender analysis report(s) in the MENA region according to USAID ADS Chapter 205 requirements preferred.
  • Knowledge of USAID's gender equality and women's empowerment policies including the requirements of USAID ADS Chapter 205, Integrating Gender Equality and Female Empowerment in USAID's Program Cycle required.
  • Knowledge and understanding of the underlying causes of instability and conflict in Yemen and the current humanitarian and development context and USAID and donor assistance to Yemen preferred.
  • Experience consolidating and synthesizing data from desk studies, analyzing key points and insights, and writing concise, coherent reports of findings, conclusions and recommendations preferred.
  • Skills in Word, Power Point and Excel software packages required.
  • Strong communication, presentation, and writing skills required.
  • Fluency in written and spoken English is required. Fluency in Arabic is preferred.
