Site Security Manager - TS/SCI Required at Akima, LLC

The SSM will provide expert recommendations, advice, and input during all phases of the project: Planning, Design, Initiation, Setup, and Accreditation to the DTRA Special Security Officer (SSO)/DIA Accrediting Official (AO) and Chief of OI-MSCA.

The SSM will provide expertise to the U.S. government throughout the construction process and ensure that all design reviews and final plans are done in accordance with the ICD-705, TEMPEST 1/13, DoD 5200 and other DoD/IC Directives and Guidelines to ensure a final accreditation secure area at construction completion.

The SSM in conjunction with SSO/AO will prepare the Fixed Facility Checklist (CDRL A001) and TEMPEST Addendum as required for final secure area accreditation and applicable documentation for collateral area accreditation to OI-MSCA Chief of Security.

The SSM will be delegated as the overall site lead and shall attend regular weekly meetings, and provide reports, as requested. Daily work assignment for the construction site and communications with the Lead Entry Control Officer, Entry Control Officers, and Security Escorts will be accomplished verbally, by phone or e-mail from the government lead for the discipline in which the contractor works.

The SSM will work with the COR and OI-MSCA Security Office to resolve problems that may occur at the construction site.

The SSM shall perform duties specific to their discipline as well as the Site Lead duties. SSM Tasks include, but are not limited to:



  • *Ensure the ICD 705 and DOD 5200.01 are implemented and advise the DTRA SSO / DIA Accrediting Official (AO) and OI-MSCA Chief of compliance or variances.




  • *In consultation with the SSO, update the Construction Security Plan (CSP) regarding implementation of the ICD 705 standards. (This document shall include actions required to document the project from start to finish.)




  • * Conduct and document periodic security inspections for the duration of the project to ensure compliance with the CSP and DoD 5200.01.




  • * Ensure that procedures to control site access are implemented.




  • *Utilize knowledge of all construction disciplines, to include civil, architectural, mechanical, electrical, and electronic engineering principles.




  • *Read and analyze designs and blueprintsand structural complexities, which are intended to mask an ulterior purpose not intended by the architect.




  • *Exercise knowledge of TEMPEST construction principles and make recommendations to the SSO/AO and DIA / 902nd MI CTTA applying mitigation requirements for countermeasures for all secure spaces.




  • *Write detailed reports in English and complete the analyses of issues, findings and security situations, which require staff action.




  • *Prepare necessary waiver requests and forward to the AO for processing.




  • *Maintain all accreditation documentation / photos per CSP and DoD 5200.01.



Minimum Qualifications



  • SM shall have an expert understanding of the ICD/ICS-705 (Version 1.5.1, Date 26 July as demonstrated by experience working on multiple ICD-705 projects.




  • SM shall have comprehensive knowledge related to ICD 705 construction, Physical a combination of these areas.




  • SSM shall demonstrate familiarity and knowledge of construction, construction documentation review for impacts to ICD 705 and TEMPEST requirements, project management and submittal of required accreditation documentation to DIA.




  • SSM shall have knowledge of and demonstrate understanding of Electronic Security Systems (ESS) for secure area and collateral designs / build per regulations.




  • SSM DESIRED Qualifications




  • SSM attendance of a security course for ICD 705 construction requirements in the last 24 months




  • At least five (5) years of direct experience working on ICD-705 (DOD specific) construction projects. Direct means working at the project location as a CST, SSM, or SME.




  • Two (2) years in a leadership/management role on an ICD-705 Construction Security project(s). Leadership management means SSM or CST-Lead.




  • A valid certificate for the successful completion of a twenty (20) hour or greater Site Security Manager (SSM) Training Course taken within the last five (5) years.
