Overview: The Operations Principal oversees all operations, strategy, financial and contractual efforts for work performed under the Advanced Distributed Learning (ADL) Initiative Program. As a Principal, you will lead a diverse array of projects directly impacting operational, financial, and commercial performance. In addition, you will regularly collaborate with the Government, Program Manager, Finance, IT, R&D and Outreach team to drive continuous improvement across a portfolio of services, while ensuring all contractual obligations are met.

Job Responsibilities:


  • Identify and drive operational efficiencies, communicate upcoming risks, deadlines, and taskers received to relevant operations personnel, admin, and government entities, as necessary.

  • Coordinate with DoD acquisitions professionals (e.g., WHS AD, DHRA, and Air Force) to respond to routine actions (e.g., Data Calls and RFI’s).

  • Directly support Government personnel and PM to identify and develop operations strategy including goals and metrics.

  • Track and communicate issues, risks, and upcoming taskers to Government personnel.

  • Ensure process documentation is accurate and current based on existing documentation standards.

  • Assist ADL Initiative team by ensuring key operational support (facilities/personnel/equipment) is available.

  • Supervise and manage Operations team in IT, administration, financial and logistical concerns, and at the direction of the Program Manager.

  • Assist in development of Standard Operating Procedures (SOPs) and records management plans.

  • Support document development for the POM process. 

Financial Management:


  • Provide direct government support to coordinated, monitor, maintain and assist in development of POM documentation, schedule and annual spend plan.

  • Maintain currency on government budget/financial rules/regulations and as needed, assist government in monitoring commitment/obligation and execution of annual budget (e.g., funds disbursement and invoice records).

  • Oversee budgeting, reporting, planning, and auditing by tracking overall program execution of funds to include the review and monitoring of both current and forecasted travel and ODC purchase requests (e.g., costs and approvals).

  • Close Unliquidated Obligations (ULOs) on prior program contracts.

  • Assist in development of responses to finance related requests for information and reoccurring reports.

  • Assist in maintaining financial files in accordance with established policies and procedures.

Contract Management:


  • Assist the Government with routine contract execution actions (e.g., data input into the Defense Agencies Initiative (DAI) financial database, MIPR funding, contract close-outs, interagency agreements, contracting packages/reports, etc.).

  • Advise the Government on risks (e.g., expiring periods of performance, upcoming milestones) and opportunities for increased efficiencies.

  • Maintain currency on government contracting rules/regulations and as needed assist government in monitoring execution of existing contracts.

  • Collaborate with R&D and IT Team to meet contract requirements and monitor contracted R&D efforts, including ADL BAA selection process.

  • Build alliances and partnerships with other organizations to assist the government in identifying and acquiring future funding opportunities (e.g., UFR Funding).  

Minimum Qualifications: 


  • Minimum five (5) years of responsible project or program management experience.

  • Experience serving as logistical lead of personnel, equipment, and projects.

  • Experience tracking financials, contracts, and adherence to regulatory policies and governance.

  • Demonstrated experience with POM development cycle and the documentation necessary to support the POM process.

  • Knowledge of contract execution and familiarity with Broad Agency Announcement, Small Business Innovation.

  • Experience with SharePoint, managing content and database maintenance.

  • Enthusiasm, adaptability, and willingness to work in a high-paced, dynamic environment with rapidly changing requirements.

  • Experience leading teams and managing projects to a standard level of performance and completion.

  • Excellent time management and organizational skills with the ability to handle multiple tasks and priorities.

  • Experience or Knowledge researching models (financial, contractual, etc.) and the appropriate documentation and program policies to execute these programs.

  • Advanced-level proficiency with Microsoft Office Suite of tools.

  • Acute attention to detail, and the ability to review, revise, and draft (as necessary) correspondence on behalf of the client or to address government requests for information.

  • Positive, well-mannered, and dedicated leader, with the ability to demonstrate assertiveness with minimal supervision to address mission success and completion, while understanding client intimacy and company guidance toward a singular goal of contract success.

  • Thirst for knowledge and always willing to learn and assist colleagues.

  • Excellent oral and written communication.

  • US Citizenship with the ability to obtain and maintain a Government Clearance.

Desired Qualifications:  


  • Bachelor’s Degree Preferred

  • Familiarity with Government and industry working groups and communities of practice.

  • Familiarity with distributed learning, learning science, marketing and public relations.

  • Familiarity with Government relations with external organizations, industry, and global partners.

  • Ability to engage with senior military and Government officials at the strategic level.

  • Project Management Professional (PMP) Certification or DAWIA Certification Level 1 or equivalent experience

  • Experience in DoD administrative processes, procedures, policies, and functions.

  • Knowledge of government practices and policies as they relate to financial and contracting actions, in addition to at minimum a working knowledge of Federal Acquisition Regulations (FAR).

  • Understanding of the Government acquisitions process, policy and procedure.
