Job Description

The Oklahoma Medical Marijuana Authority (OMMA) is seeking a full-time Human Resources Director. This is a state employee governed by the Civil Service Rules, in state government located in Oklahoma City, OK.  OMMA offers a comprehensive benefits packet, including a generous benefit allowance to offset the cost of insurance premiums for employees and their eligible dependents. The annual salary for this position is based on education and experience.

Basic Purpose

This position is responsible for the leadership of the Human Resources Unit of the Oklahoma Medical Marijuana Authority.

Typical Functions

▪ Oversees the day-to-day operations of OMMA’s HR Unit. Recruits, interviews, hires, and trains HR staff. Oversees the daily workflow of the Unit. Provides constructive and timely performance evaluations.

▪ Directs the administration of human resource programs including, but not limited to, compensation, benefits, and leave; disciplinary matters; disputes and investigations; performance and talent management.

▪ Monitors and ensures the agency’s compliance with state and federal employment laws and regulations and recommended best practices; reviews and modifies policies and practices to maintain compliance.

▪ Maintains knowledge of trends, best practices, regulatory changes, and new technologies in human resources, talent management, and employment law; applies this knowledge to communicate changes in policy, practice, and resources to agency leaders.

▪ Directs and monitors the employee performance system and ensures that supervisors have proper training. Assists supervisors with employee counseling and improvement plans, when requested.

▪ Serves as a member of the senior leadership team.

▪ Ensures the agency’s hiring and employee-related policies are fair, inclusive, and promote diversity.

▪ Other duties, as assigned.

Education and Experience

A bachelor’s degree, plus six (6) years of professional business or public administration experience, including three (3) years in a supervisory or administrative capacity; OR a master’s degree, PLUS five (5) years of professional business or public administration, including three (3) years in a supervisory or administrative capacity; OR an equivalent combination of education and experience.

Knowledge, Skills, Abilities, and Competencies

▪ Knowledge of principles, practices, and functions of effective human resource management.

▪ Knowledge of government and regulatory guidelines related to employment, labor market, and its relation to organizational success.

▪ Knowledge of strategic business management and workforce planning and employment.

▪ Ability to develop strategic relationships, both internal and external.

▪ Ability to interpret information and make business decisions and recommendations.

▪ Ability to work in collaboration with others, to communicate effectively, both orally and in writing, and a demonstrated ability to work in a virtual environment. ▪ Strong organizational, negotiation and influence skills.

    Physical Demands and Work Environment

    While performing the duties of this job, the employee is regularly required to talk or hear. The employee frequently is required to stand, walk, and sit. The employee is required to use hands and arms. The employee must frequently lift and/or move up to 10 pounds and occasionally lift and/or move up to 25 pounds.
