  • Telework Status:  Hybrid work schedule (remote and in office as needs dictate)

Position Summary of Responsibilities


  • Plans public information programs and projects.

  • Operates in a leadership role for the Communications Department

  • Represents the agency at public programs, on official business, and at professional conferences and seminars.

  • Responds to crises or challenging situations quickly and professionally.

  • Demonstrates knowledge of and supports the agency’s mission, vision, value statements, standards, policies and procedures, and confidentiality standards.

Position Essential Functions


  • Plans and oversees the production of all internal and external newsletters, columns, papers, in-house monitor, and other writing projects as needed.

  • Plans and executes video production, training videos and Podcast productions for agency.

  • Plans and executes employee recognition, appreciation, and morale events.

  • Prepares a program of work and budget for the Communications Department and develops and implements special projects.

  • Organizes and develops public presentations for the Executive Director and senior staff.

  • Prepares and or oversees the writing of all media releases, responds to all media/Internet inquiries, and maintains a strong and active liaison with the media.

  • Supervises and directs Communications Staff.

  • Performs other duties as assigned by the Executive Director.

  • Follows the required OESC’s safety / security protocols.

Knowledge of public relations principles and techniques; of gathering and analyzing data; of planning, composing, and editing; of various media used to present information to the public; and of supervisory practices and techniques.

Skills and Competencies- excellent verbal and written communication, project management, and proven/demonstrated management/supervisory skills and experience.

Ability to analyze situations and make decisions; to develop and monitor a budget and to establish and maintain effective working relationships with others; to lead and motivate staff to produce high-level, agency-driven content. Candidate needs to be able to maintain a high energy level.

Physical Demands/Work Environment

Work is typically performed in an office setting with climate-controlled settings and exposure to moderate noise level. While performing the duties of the job, employee is required to talk, stand, bend, walk, and reach with hands and arms.  This position requires regular periods of sitting or standing and daily use of computer and phone.  It also requires the occasional use of the office machinery in accordance with safety and security protocols.

Minimum Qualifications

Education and Experience Requirements

Bachelor’s degree required in journalism, communications marketing, English or a related field (Master’s Degree Preferred); plus, five years of qualifying professional-level experience; or an equivalent combination of education and experience (Prefer both Private/Public Sector experience.) Must have a minimum of five years supervisory experience.

Special Skills/Requirements


  • Computer Skills – Employee must be capable of proficiently using the OESC’s standard software (Microsoft Office - Word, Outlook, Excel, Access, and Teams), the Internet.

  • Employee must be capable of lifting, carrying, and moving objects of up to 25 pounds.

  • High level of organizational skills, ability to work independently, multi-task, and prioritize projects while working in a fast-paced environment.
