Salary Range: $150,000.00-$175,000.00 annually (salary will be commensurate with experience)


SUMMARY


We are seeking to hire a Deputy Human Resources Officer to work under the supervision of the Chief Human Resources Officer (“CHRO”).  The Deputy Human Resources Officer will be an experienced, well-rounded HR professional with a strong understanding of all aspects of human resources, including talent acquisition and management, leadership development, performance management, compensation and benefits, and workforce diversity. Working closely with the CHRO, the Deputy Human Resources Officer will be responsible for management, oversight, and support of various day-to-day activities, operations, and projects within the human resources department, providing technical and operational expertise, leadership, and guidance to the HR staff. This position develops and operationalizes best practice methods of human resources administration providing transparency and accountability for all aspects of the employment lifecycles within of the organization. The Deputy Human Resources Officer will also advise and assist with employee relations, internal investigations, internal and external HR-related audits, and litigation management; while making sure that all policies and procedures are in strict compliance with local, state and federal employment laws. This role will also oversee the alignment of the department HIPPAs policies and human capital activities directly related to the organization’s strategic plan.


ESSENTIAL FUNCTIONS



  • Provide professional and technical expertise to managers and supervisors regarding human resource matters; interpret and explain laws, rules, regulations, policies, and procedures; develop and lead staff in solving unique and/or complex problems confronting the HR department.

  • Organize and oversee internal audits to ensure HR operations are performed in accordance with best practices; policies and procedures; as well as local, state, and federal laws and regulations.

  • Possess general familiarity with all aspects of HR-related compliance matters, including, but not limited to, benefits, compensation, succession planning, wage and hour regulations, workers' compensation, leave of absence, EEO/diversity, recruitment, and employee relations.

  • Provide legal insight on diverse matters, including, but not limited to, contract interpretation and approval; employment matters; HIPAA issues; and legal risks and liabilities associated with various issues affecting the organization.

  • Anticipate and proactively address trends and legal issues posing a challenge or threat to Heluna’s operations. Be aware of legal decisions and proposed legislation that may impact the organization’s compliance requirements.

  • Review, recommend and implement streamlining methods, processes, and operational improvements; lead and work with HR management teams to develop and/or enhance policies and procedures for efficient and effective service delivery.

  • Lead the planning, coordination, and implementation of short- and long-term operational goals and objectives for Human Resources functions; work with all levels of management to communicate and implement short- and long-term goals and objectives throughout the organization.

  • Manage all aspects of litigation involving the organization; collaborate with outside counsel on legal affairs; conduct and track investigations and discovery compliance gatherings; and coordinate (with necessary participants) negotiation, mediation, arbitration, and litigation matters.

  • Develop, recommend, and implement improvements to employment practices with awareness and understanding of their impact in a diverse workforce.

  • Participate on and assume a leadership role with a wide variety of committees, work groups, task forces, and other internal and external stakeholder teams.

  • Deliver presentations and training to employees, HQ management, program management, Board of Directors, and others on legal, employment, and operational compliance matters.

  • Perform related duties as assigned; and, at all times, model appropriate behaviors.


JOB QUALIFICATIONS

EDUCATION/EXPERIENCE



  • A minimum of 10 years of human resources experience with proven success in linking HR strategies to the mission of the organization. At least five years in a management capacity, overseeing multiple human resources operations, employee relations, and compliance activities.

  •  A Bachelor’s degree in Human Resources, Organizational Development, Business Administration, Public Administration, or related field is required; a graduate degree(s) and or Juris Doctor or J.D. degree is strongly preferred.

  • HR Certification (SPHR) is required; legal practice background is strongly preferred.

  • Strong with MS Office applications (Outlook, Word, Excel, PowerPoint, etc.)


WORK ENVIRONMENT


General Office Setting, Indoors Temperature Controlled, Travel approximately 10%
