Ignite Digital Services, has an exciting opportunity for a Project Management Analyst in our Charleston, SC office. We are seeking an enthusiastic individual who is a motivated self-starter, with excellent attention to detail, who can perform a variety of functions under competing deadlines. The Project Management Analyst will join a team delivering acquisition management strategy and execution for federal government clients.

Scope of Responsibilities:

  • Develop and maintain Business Intelligence (BI) capabilities through requirements, development, deployment, and sustainment of the NIWC data sources in addition to data sources required by the acquisition program sponsors

  • Provide Configuration Management Support to NIWC LANT’s Communication / Information systems onboard vessels.

  • Develop and manage project budgets/costs, schedules, performance, and briefing slides

  • Compile and synthesize weekly, monthly, quarterly, annual, and ad hoc reports using Microsoft (MS) Word, Excel, and PowerPoint

  • Assist in developing and reviewing technical documentation.

  • Provide direct support to IPT leads and their programs.

  • Assist in development of standard operating procedures, policies, and document templates.

  • Develop and present analyses leveraging standardized data methodologies to support project decision-making.

  • Provide consistent, standardized data input to authoritative data systems (the primary example is the Navy Enterprise Resource Planning (NERP)).

  • Prepare Purchase Request (PR) packages and supporting documentation (DCMR, PRIS, EIT, PWS, etc) for new Task Orders (TOs), funded and unfunded TO modifications (MODs).

  • Provide programmatic support such as documenting meeting minutes, assigning and tracking action items, and distributing to relevant stakeholders.

Required Qualifications:

  • Education: Bachelor’s degree in business or Statistics, Mathematics, or Management Information Systems

  • Six (6) years of Contract Management experience, to include: Development of Program Acquisition Documentation, Development of Testing Criteria, Development of Corrective Action Systems, Development of Program Monitoring Approach (e.g. PERT, CPM, EVM), Data Collection and Analysis, Development of Cost Estimates, and Development of Program Status Reports.

  • Comprehensive knowledge of Federal Acquisition Regulation (FAR) and DoD procurement policies and procedures

  • Experienced user with MS Office Suite (Outlook, Word, Excel, PowerPoint, Visio, Adobe Professional)

  • Demonstrated strong writing skills including the ability to synthesize information into clear, concise messages both for detailed analytical reports and executive summaries

  • Demonstrated experience working independently, prioritizing multiple objectives in a rapidly changing environment, and ensuring delivery of quality products

  • Proficient with SharePoint or similar collaborative environments

  • Ability to obtain a DoD security clearance

Desired Qualifications:

  • Relevant industry and government certifications to include PMP and/or Defense Acquisition Workforce Improvement Act (DAWIA) Program Management Certification.

  • Experience supporting DoD / Navy systems acquisition programs

  • Familiar with CMPro and Integrated Testing Procedures (ITP)

  • Familiar with NAVY ERP and the Procurement Package Development Process

  • Experience with NIWC Atlantic program and financial management processes and best practices

  • Experience with the Navy ERP Project Systems module

  • A proven ability to multi-task, manage time, and organize/plan

  • Demonstrated attention to detail and quality-oriented approach

  • Experience supporting DoD / Navy expeditionary systems acquisition programs

  • Experience with NIWC Atlantic program and financial management processes and best practices
