The Head of Government Digital Strategy (Product Strategy Director) is a critical position within our Evernorth Digital organization with accountability for leading the transformation of our Government businesses and translating the needs of our stakeholders, internal and external, into the digital space. The role will partner with IT, Marketing, Product, Customer Experience, and other teams across the enterprise to oversee execution/delivery in rapidly changing digital sectors. This is a unique role in that it works across our digital team to ensure that our digital strategy and the needs of the business are aligned. The role will also be responsible for collaborating with business leaders who can effectively represent the "voice" of other key external partners.

This role will be responsible for key initiatives such, but not limited to:

•Identifying capabilities needed to rapidly respond to customer expectations

•Developing sophisticated reporting and analytics capabilities to interpret customer and key partner needs

•Creating mechanisms to deliver content and offers across all relevant channels

•Conducting analysis of market trends and developments in technology and customer behavior, both inside and outside the sector

This role will oversee executing the digital strategy, working close with technology and the business to ensure timely completion. The role is to see the digital strategy work through fruition, from conception to completion. Must also be able to determine who and where the influencers are, empower the influencers with tools to drive the message and brand across the segment, and listen to the internal and external community, engaging in bi-directional dialogue with customers, brokers, and other stakeholders.

Duties and Responsibilities

Ownership of the digital strategy across the Government Business in accordance with CMS and other regulatory guidelines - mapping digital capabilities to strategic priorities leveraging key insights from voices of customer/producer/provider.


  • Develop a comprehensive set of digital engagement expectations and ensure that the strategy meets the needs of our stakeholders, supporting overall growth objectives and strategic vision of being the undisputed partner of choice.

  • Partner with Technology, Operations, Marketing, Compliance, and broader Evernorth Digital teams to develop a cohesive muli-year digital strategy document as well as execute the strategy.

  • Define and educate on different projects, including but not limited to: Customer Relationship Management (CRM), Customer Communication Preferences, Customer Campaign Management (CCM), Customer Portal Development, and Public Website Enhancements within CMS guidance.

  • Leverage existing user research and commission new research across to gain deep knowledge around customer digital preferences

  • Develop Project Management plans and ensure timelines are being met, in accordance with the overall strategy timelines.

  • Collaborate with Medicare, Cigna Supplemental Benefits (CSB) and Individual Family Plans (IFP) teams on digital investments and strategy; find ways to leverage existing software, knowledge, and data.

  • Work with Portfolio Lead to develop and administer the digital project portfolio; owns actual deployment and monitoring of digital solutions.

  • Identify opportunities to replace manual processes with technology to drive both cost savings and revenue generation with the ability to measure and determine ROI as a key measurement of success.

  • Develop ways to attract and retain top talent to support execution of key initiatives.

  • Partners with broader leadership team to influence, educate and support the rollout of key digital capabilities

  • Able to stay connected on internal and external changes in the marketplace to ensure business adaptability to trends within CMS guidelines.

Qualifications & Experience


  • Bachelor's degree required and advance degree preferred; particularly in Information Technology, Computer Science, Digital Media, Mathematics, Statistics, or Business Administration; Master's Degree preferred.

  • Background in healthcare industry required, specifically having previous experience in Medicare Advantage and other government segment products

  • 7+ years in Digital Strategy Development and/or Execution or Product Strategy.

  • 5+ years in Customer Focused or other key-constituent experience roles (Producer and Provider).

  • Experience in Project Management Experience with a particular focus on technology, large system integrations, and digital launches.

  • Able to develop and articulate a clear digital strategic vision and see through fruition.

  • Experience in digital transformation and information management projects and programs.

  • Familiarity with big data solutions, data governance and quality control.

  • Demonstrated ability to drive organization-wide initiatives.

If you will be working at home occasionally or permanently, the internet connection must be obtained through a cable broadband or fiber optic internet service provider with speeds of at least 10Mbps download/5Mbps upload.

For this position, we anticipate offering an annual salary of 148,800 - 248,000 USD / yearly, depending on relevant factors, including experience and geographic location.

This role is also anticipated to be eligible to participate in an annual bonus and long term incentive plan.
