Job Description:

SUMMARY:

The Director, R&D Strategic Outsourcing will be the Category Leader of the Discovery Services category and will reside in the department's Category Management & Leadership function. This individual will be the key point of contact for all of Development Operations' and other R&D departments' outsourcing needs and activities with Discovery vendors, including but not limited to strategies, tactics and operations.

ESSENTIAL DUTIES AND RESPONSIBILITIES:


  • Partner with Development Operations and other R&D departments to help define, implement and continually improve vendor outsourcing strategies, tactics and operations with strategic, preferred and transactional vendors.

  • Complete comprehensive vendor market analyses, gather competitive vendor market intelligence and facilitate regular vendor category refreshes to ensure Development Operations' and other R&D departments' vendor outsourcing needs are being met by strategic, preferred and transactional vendors and RDSO's internal customers remain well-informed about new vendors, services, technologies and developments in the rapidly evolving external marketplace.

  • Assist internal customers with vendor research, identification, due diligence, evaluations and selection.

  • Develop and implement vendor scope of work/budget/contract out-of-scope trackers and processes.

  • Represent RDSO at internal Study Execution Team meetings in Outsourcing Trial Lead role.

  • Build, maintain and grow business relationships with current and prospective vendors through honesty, integrity and trust.

  • Plan, coordinate and facilitate joint Exelixis/Vendor Executive Oversight Committee meetings and/or Operational Oversight Committee meetings and draft and maintain Exelixis/Vendor governance charter documents.

  • Establish, document, track and report vendor KPIs and KQIs.

  • Develop and implement joint Exelixis/Vendor issue escalation and resolution communication plans, pathways and trackers.

  • Triage, resolve and/or escalate vendor relationship, performance, quality and/or other issues received from internal customers and/or vendors.

  • Negotiate and finalize vendor rate cards, volume discounts, bundled discounts, performance-based financial bonuses and penalties, cost-savings and cost-avoidance measures with strategic, preferred and transactional vendors.

  • Liaise, partner and collaborate with RDSO's Financial Operations function and Exelixis' Financial Planning and Analysis and Accounting departments on internal monthly vendor financial accrual process, internal quarterly vendor financial forecast process and internal quarterly vendor financial reporting process.

  • Liaise, partner and collaborate with RDSO's Center of Excellence & Innovations function on RDSO department, function, category-specific and/or cross-category standardization, training, management, leadership, continuous improvement, infrastructure, process and/or procedure initiatives.

  • Other duties and responsibilities, as assigned.

  • May include occasional travel to current and/or prospective vendor facilities.

SUPERVISORY RESPONSIBILITIES:


  • Will directly manage one (1) direct report (i.e., Category Manager, Discovery Services).

  • Will indirectly manage one (1) indirect report from RDSO's Financial Operations function (i.e., Financial Operations Manager, Discovery Services).

EDUCATION/EXPERIENCE/SKILLS:

Education:


  • Bachelor's degree in related discipline and twelve (12) years of related experience; or,

  • Master's degree in related discipline and ten (10) years of related experience; or,

  • Doctoral degree in related discipline and eight (8) years of related experience; or,

  • Equivalent combination of education/training and experience.

Experience:


  • Typically requires a minimum of sixteen (16) years of related experience and/or combination of education/training and experience.

  • Experience in biotech/pharmaceutical industry required.

  • Experience in biotech/pharmaceutical industry R&D outsourcing, purchasing or procurement roles required.

  • Minimum of seven (7) years of people management experience, including experience completing performance reviews and career development plans, completing promotion recommendations, mentoring/coaching staff, providing constructive feedback and managing difficult conversations.

Skills:


  • In-depth knowledge of biopharmaceutical industry regulations, standards and best practices.

  • Poise and confidence to provide verbal and written communications and formal presentations to Exelixis' and external vendors' executives, senior management, functional management and individual contributors.

  • Must be a self-starter, quick learner, strong collaborator and team player with ability to work independently with minimal supervision.

  • Must have excellent analytical, strategic thinking, problem-solving, time management, change management and organizational skills with demonstrated ability to work in a fast-paced environment and adapt to changing business plans and priorities.

  • Strong interpersonal, verbal and written communication skills.

  • Strong attention to detail.

  • Ability to identify and communicate issues and risks.

  • Excellent presentation skills.

  • Ability to build and maintain strong relationships.

  • Ability to influence without direct authority.

  • Excellent computer skills, including advanced knowledge of Microsoft Excel, Word, PowerPoint and Outlook.
