Senior Associate - Compliance and Monitoring at Horne LLP

Key Responsibilities:


 The QA/QC Senior Associate within Public and Middle Market Compliance and Monitoring team will perform essential tasks for the timely analysis, processing and review of extensive grant compliance documentation required by federal regulations associated with monitoring of expenditures related to various recovery grants. Responsibilities included, but are not limited to:



  • Assist in program and project analysis to plan and conduct internal QA/QC reviews of all programs and functions and prepare detailed reports.

  • Manage a database of reports, corrective actions, and other pertinent information in the system of record.

  • Work closely with program teams to resolve identified issues to conclusion.

  • Work with HORNE subject matter experts to communicate the Federal regulations that apply to specific relief projects.

  • Work collaboratively within team, relevant project staff and consultants to identify and recommend training, technical assistance opportunities, insight, and expertise to assist in providing policy, compliance and other relevant training to staff and vendor personnel, as needed.

  • Assist in the preparation of internal and external presentations and reports on an ad hoc, bi-weekly, monthly, and quarterly basis.

  • Provide overall support to capacity-building initiatives that may include web-based seminars, printed manuals, group sessions, training videos, and more.

  • Accept responsibility for accuracy of data entry, accumulation, and maintenance of program records.

  • Support Subject Matter Expert team with other tasks and efforts, as needed.

  • Proficient in the use of technology, including MS Office Applications (Word, PowerPoint, Outlook, Excel) and other data analysis tools Self-starter dedicated to providing quality work in timely manner

Physical demands



  • Prolonged periods sitting at a desk and working on a computer.

  • Must be able to lift up to 15 pounds at times.


Required education and experience



  • Bachelor’s Degree from an accredited university.

  • Three (3) years of relevant professional office experience that includes finance, accounting, audit and/or compliance.

  • Excellent verbal, interpersonal, and written communication skills.

  • Basic knowledge of MS Office Applications (Word, PowerPoint, Outlook, Excel)


Preferred education and experience



  • Bachelor’s Degree in business administration, urban planning, finance, law, or similar fields.

  • Advanced Degree in accounting, finance, or similar field

  • Relevant experience in policy and compliance, emergency management, disaster recovery, mitigation, community planning, federally funded programs, housing, economic development, and/or infrastructure

  • Knowledge of ARPA 

  • Knowledge of other federally funded programs
