The Budgeting and Analysis (B&A) Department is primarily responsible for supporting the business from a financial standpoint, as well as helping to develop, support and monitor the Company's strategic objectives and new business opportunities. The function shall assist management with the formulation, preparation and presentation of both short and long range business & financial plans. Departmental personnel shall manage and oversee the business review process including its adaptation to changes in structure, operational goals and strategic objectives. The B&A Department is also responsible for developing and disseminating timely financial analysis to support management with the control of operations, strategic decision making and strategic change management. The function is also responsible for the support of PJM's Law Department in all FERC rate filing requirements

Establishes the company’s systems of budgetary control; provides interpretation of financial results against planned performance.
Oversees the annual expense budgeting process and quarterly expense forecast processes.
Plans, schedules, and conducts budget meetings.
Assigns budgeting responsibilities; establishes, communicates, coordinates and enforces budgeting deadlines.
Reviews and analyzes bank proforma statements, requiring explanations or changes as appropriate
Develops individual department/project budgets and forecasts with department and project managers.
Consolidates individual budgets and forecasts into an overall corporate budget, which becomes part of the corporate budget and forecasts.
Performs and reports upon operating, capital and project budgets. Identifies and reconciles budget and forecasts with prior period variances in account balances.
Provides variance analysis and conducts latest estimate process.
Develops and oversees Company performance analysis and reporting.
Interacts closely with Controller and Treasury Departments to ensure the delivery of integrated, timely, and accurate analysis and reports.
Actively participates in Authorization for Capital (AFC) Process. Interacts closely with portfolio management staff for coordination of capital requirements and reporting. Oversees the analysis of the financial impact and strategic compatibility of capital appropriation requests. Reviews and provides recommendations for approval/disapproval of all such requests.
Develops clear and informative financial models and forecasting spreadsheets. Monitors and reports on Company’s attainment of long range plans and objectives. Provides direction in the preparation and presentation of the company’s financial forecasts. Presents findings to management and executive teams.
Serves as a developmental resource to junior staff within the division; is a back-up resource for senior staff within the department.
Leads monthly cost variance analyses in coordination of the monthly financial close process.
Characteristics & Qualifications: Required:
BS degree in Accounting, Finance, Economics or equivalent work experience
Ability to produce high-quality work products with attention to detail
Ability to communicate effectively in a team environment
Experience in quantitative and qualitative analysis
Experience using verbal and written communications skills
Ability to use Microsoft Office Suite (MS-Word, MS-Excel and MS-PowerPoint)
Experience with SAP
Experience with Hyperion Planning
MBA degree, Business Administration
Experience with PJM operations, markets, and planning functions
Experience supporting any of PJM Committees
Experience as system administrator for Hyperion Planning
