JOB DESCRIPTION

Job Summary: The Supervisor of Accounting works independently to manage all accounting activities and supervise assigned employees .

Essential Functions :


  • Responsible for managing month-end close and the update of all financial activity in the accounting system including, but not limited to, the delegation of entry to appropriate Business Office staff.
  • Maintains the general ledger and chart of accounts in compliance with Commonwealth of Pennsylvania guidelines.
  • Assists with the development and implementation of office procedures assuring compliance with all Governmental Accounting Standards necessary in the preparation of all Intermediate Unit financial statements.
  • Responsible for the reconciliation of the payroll cash account and related payroll liability accounts.
  • Perform s internal auditing procedures and/or account analysis to assure the accuracy of all general ledger, revenue and expense accounts.
  • Prepares journal entries for all funds using the appropriate coding of accounts for all entries.
  • Interfaces and reconciles Payroll distribution to the Fund Accounting Software.
  • Assists with the development and implementation of any state reporting requirements.
  • Assists with the preparation of the Schedule of Federal Assistance (SEFA), the Annual Financial Report (AFR) and the Comprehensive Annual Financial Report (CAFR).
  • Provides financial software support to all Business O ffice, Human Resources , and administrative staff when needed.
  • Monitors and projects cash flow analysis to determine cash availability for investment purposes.
  • Interacts with banking institutions to obtain the best rate of return on all investment vehicles and recommends investments to the Assistant Business Administrator.
  • Responsible for the transfer of all funds between various financial institutions.
  • Provides back up support in preparing deposits, classifying cash receipts, and depositing funds on-site or at the bank.
  • Prepares Treasurer's Report, budget transfers and financial reports for monthly board meetings.
  • Provides accounting support for various grants and/or programs.
  • Supervises assigned staff.
  • Responsible for the supervision of staff when the Assistant Business Administrator is not available.
  • Oversees the data processing, reconciliation, and financial reporting for the Interlibrary Delivery Service of Pennsylvania.
  • Coordinates the annual audit for the Interlibrary Delivery Service of Pennsylvania.
  • Perform calendar year end processing, prepare 1099's and submit electronically to IRS and Commonwealth of PA.
  • Responsible for the annual PA Unclaimed Property reporting to the Commonwealth of PA and the continual review of stale dated/outstanding checks.
  • Responsible for monthly sales tax reporting to the Commonwealth of PA.
  • Interacts with local and state auditors during the Intermediate Unit audit.
  • Leads projects related to process improvements.

Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception and ability to adjust focus.

Position Type/Expected Hours of Work : This is a full-time, 260-day calendar position. Days and hours of work are Monday through Friday. Hours of work are from 8:30 a.m. to 4:30 p.m. Hours are dependent on the needs of the districts. Occasional evening and/or weekend work may be required as job duties demand.

Travel : Occasional travel will be required in support of the position, which may include the need for overnight accommodations.
