WATER PRACTICE

Michael Baker International's Water Group provides innovative consulting, planning and engineering solutions for the entire spectrum of the water cycle. Protection and management of water resources starts at the watershed level and follows the movement of water through urban and agricultural areas, streams, lakes and reservoirs, water distribution systems, wastewater collection systems, and water/wastewater treatment plants.

DESCRIPTION

Michael Baker International is seeking an experienced and motivated Risk Mapping Assessment and Planning (MAP) Study Manager to join our team. The ideal candidate will be a successful manager with experience in Risk MAP production and study management. This position requires proactive communication, a passion for quality, strong attention to detail, and a demonstrated track record of building effective project teams and delivering Risk MAP projects. This position will be an integral member of the Emergency Management and Response (EMR) team out of the Alexandria, Virginia office supporting contracts with the Federal Emergency Management Agency (FEMA), including FEMA Headquarters and Regions 1, 2, 3, and/or 5 and may be asked to support other contracts as needs arise. The ideal candidate will have an aptitude for leadership, a strong sense of ownership, and natural communication skills.

Responsibilities include:


  • Direct, coordinate, and manage activities of multi-disciplinary staff providing Risk MAP production support to ensure project delivery per schedule, on budget, and within scope parameters
  • Ensure adherence to FEMA Risk MAP guidelines and standards throughout the entire Risk MAP study life cycle
  • Implement quality assurance, quality control, and quality improvement measures to ensure project excellence
  • Participate in client meetings as needed and follow through on assigned action items directly
  • Participate in and facilitate (as needed) Risk MAP meetings with clients, communities, and other stakeholders
  • Prepare technical documentation to share with Risk MAP study stakeholders
  • Ensure task tracking and study documentation are accurate and completed in a timely manner in FEMA's Mapping Information Platform (MIP)
  • Engage other Subject Matter Experts and technical support staff as needed to support FEMA Regions
  • Provide technical guidance and oversight to project team members
  • Collaborate with other FEMA contract staff to share best practices
  • Coordinate with other study managers to balance workload and staffing needs.
  • Confer with team members to provide advice, counsel, and resolve problems
  • Cultivate and manage client relationships and guide application of services to best serve the interests of the client and Michael Baker International
  • Comply with contract requirements, including quality and security requirements

PROFESSIONAL REQUIREMENTS

  • Minimum of 10 years of related experience working with FEMA's Risk MAP Program and study production (non-negotiable).
  • Four-year Bachelor's Degree in Engineering, Geography, Geology, Planning, Environmental Science, or related discipline
  • Demonstrated knowledge of FEMA's Risk Mapping, Assessment and Planning (Risk MAP) program, FEMA's Guidelines and Standards for Flood Risk Analysis and Mapping Activities Under the Risk MAP Program, and the National Flood Insurance Program (NFIP)
  • Excellent oral and written communication skills, proactive communicator and problem-solver
  • Significant knowledge and understanding of flood risk mapping production and corresponding quality assurance methodology and management
  • Ability to manage scope, schedule, and budget requirements, working with multi-disciplinary teams under limited supervision
  • Strong track record of overseeing successful project delivery with a drive for quality product and financial excellence
  • Demonstrated supervisor and mentoring skills
  • Experience working collaboratively with Risk MAP stakeholders including federal, state, and local officials, cross-functional consultant teams, and other Risk MAP providers.
  • Ability to obtain a Public Trust Clearance , U.S. Citizenship preferred due to contract requirements

PREFERRED

  • Certified Floodplain Manager (CFM)
  • Professional Engineer (PE) and/or Geographic Information Systems Professional (GISP)
  • Project Management Professional (PMP) Certification
  • Experience performing Risk MAP study Quality Assurance/Quality Control
  • Ability to travel periodically, as needed (less than 20%)
  • Industry involvement (e.g. Association of State Floodplain Managers)

The salary range for this position is $89,067 - $204,096.
