Position Summary

The Aircraft Safety Programs Senior Manager is responsible for the overall management of all flight safety components within the framework of our Safety Management System (SMS and Aviation Safety Action Program (ASAP) in compliance with federal rules and regulations, and promoting the Clay Lacy Aviation vision, mission, and values to create a positive team environment that raises the level of safety, service and value for our customers and employees.

As an individual contributor, you will manage all elements which comprise and come under our SMS umbrella and help department heads implement best practices and measure their success against established metrics. This position will report to our Senior Director of Safety, Security & Quality.

Responsibilities

SMS Program and ASAP


  • Serve as SMS and ASAP gatekeeper and maintains working relationships with all operational departments, regulatory authorities/governing bodies (FAA, NTSB, ICAO, etc.), regarding the Safety Management System.

  • Manage and improve the SMS in compliance with Federal rules and regulations; utilizes risk assessments and data analysis to identify the effectiveness of the program.

  • Work in the oversight and management of aviation flight safety programs such as the Aviation Safety Action Program (ASAP) and Internal Evaluation Program (IEP).

  • Support the development and sustaining of other flight safety programs such as Flight Operations Quality Assurance (FOQA) and Emergency Response Plan (ERP).

  • Conducts research and performs analysis of hazards; develops policies and procedures in support of the SMS and flight safety analysis.

  • Develops recommendations based upon data collected and findings; including experience, trends, and statistics of similar facilities; audits the plan to ensure its effectiveness; and reviews and updates the SMS regularly.

  • Tracks the implementation of safety recommendations following safety inspections, accidents, or other means of hazard or risk identification; ensures corrective actions are enacted and deficiencies are minimized and corrected.

  • Support the Safety Department in conducting investigations into safety-related aspects of department operations to determine contributing factors and root causes as well as implementing measures that would prevent similar events from occurring.

  • Facilitates and conducts Safety Risk Assessments (SRA) of departmental projects, and operational policy and procedure change along with Flight Operations Training and Standards Departments.

  • Prepares monthly activity reports on the status of the SMS; documents the outcome of accident investigations and safety assurance initiatives.

  • Develops and provides safety and SMS training to employees and others. Conducts training needs analysis.

  • Develop, facilitate, and track new hires and recurrent SMS training for all employees as a part of the Clay Lacy Aviation onboarding program. Manages and tracks training records to ensure compliance.

  • Ensures safety promotion throughout Clay Lacy Aviation, focusing on Flight Safety Operations.

  • Ensures SMS, ASAP, IEP, and other appropriate documents are updated and in line with the company and regulatory guidance material.

  • Assists in the investigation of all safety or security-related events or issues as assigned.

Internal Evaluation Program (IEP) and External Audits


  • Manage IEP and External Audits safety and service quality requirements and responsible for the outcomes and findings of all internal & external safety/quality audits.

  • Ensure that corrective and preventive actions are taken on all audit nonconformities and audit findings in a qualitative and efficient time frame.

  • Conduct audits in different FBOs and CLA sites to ensure the quality of service is up to Clay Lacy standards, OSHA and FAA regulations.

  • Coordinate with all facilities to ensure facility and other OSHA inspections are being conducted along with the Safety Manager.

  • Overseeing the IS-BAO, ARGUS, and external vendor audits preparation and coordination.

 

Performance Indicators


  • Support CLA with final SMSVP program approval.

  • Ensure that all CLA SMS Safety Reports are closed out within 30 days in more than 70% of total items and have proper notations for extensions on the remaining.

  • Ensure that all ASAP Reports are addressed within 30 days in more than 70% of total items and have proper notations for extensions on the remaining.

  • Support CLA Main Safety External Audits approval and findings addressment.

  • Support Flight Operations Safety SMS Training Indicators.


Performance Indicators


  • Support CLA with final SMSVP program approval.

Education


  • Bachelor’s degree required, related to aviation.

  • Master’s degree preferred, related to aviation.

Experience


  • Aviation industry and flight operations knowledge, which includes Part 91, 135 or 121

  • More than 8 years of related experience in the aviation and safety area.

Skills and Abilities


  • In-depth knowledge of SMS concepts and the carrier's regulatory environment.

  • Working knowledge and understanding of additional aviation safety programs, including the Aviation Safety Action Program (ASAP), Flight Operations Quality Assurance (FOQA) program, Internal Evaluation Program (IEP), and Emergency Response Plan (ERP).

  • Working knowledge of auditing principles, standards, and practices.

  • Strong project management skills and discipline to manage projects from inception to completion.

  • Experience with root-cause analysis and process development.

  • Demonstrated leadership skills and ability to manage multiple projects and/or working groups.

  • Outstanding analytical and problem-solving abilities.

  • Proficiency in Microsoft Suite

  • Excellent written and oral communication skills.

  • Ability to coordinate internal resources; create and maintain project documentation.

  • Ability to plan and complete projects to meet deadlines.

  • Ability to maintain good working relationships with vendors, clients, and all stakeholders.
